NGO assigned research work worth Rs 50 Lakh | LAW OF JUNGLE IN WILDLIFE DEPARTMENT | | Early Times Report
SRINAGAR, July 16: The Department of Wildlife Protection (DWLP) is under scanner as research work worth 50 lakhs has been assigned to a NGO without following the set procedure. The aggrieved citizens , lawyers have now knocked the doors of Crime Branch which in-fact has issued a notice to the Wild Life department. The Department of the Wildlife Protection (DWLP) has a mandate to protect the wildlife in the state of Jammu & Kashmir under the provisions of the Jammu & Kashmir Wildlife (Protection) Act, 1978 amended up to 2014. According to reliable sources the DWLP has hired a consultancy without following the procedural mandate under the J&K financial code and no advertisement /tender was floated. Wildlife Trust of India (WTI) an NGO based in Delhi has been out rightly favoured by some vested interest senior officers of the Department to prepare the management plans of many protected areas including Hirpora, Kazinag, Limber, Lacchipora and Thajwas at very high prices. "It is pertinent to mention here that the Department is having separate in-house research wing headed by the Research officer but one fails to understand then why there is a need to outsource the research work related to the conservation and protection of wildlife. From the last many years, DWLP has spent lacs of rupees on preparation of Management Plans and research/surveys through WTI, with no tangible results on ground" said Nadeem Qadri Srinagar based environmental lawyer and head of Centre for Environmental Law (CEL), an enviro-legal research centre based in Srinagar. He says that CEL came to know about the wrongdoing through a local daily some time back which had carried a story titled "Hirpora Wildlife Sanctuary in Shambles -Cries for Help". On 11.08.2014 CEL filed a detailed representation before the Chief Wildlife Warden with an prayer to initiate an enquiry regarding the Mismanagement of Hirpora Wildlife Sanctuary and also taking action against the researcher of Wildlife Recently the wrongdoings of a wildlife researcher working at SKUAST - K were highlighting in a local daily. The DWLP has already initiated an enquiry into the matter and on the other hand want to favour the SKUAST-K through their Technical Meeting on Research held on 25th of June, 2015 at NIC, Dachigam National Park. Around Rs. 5.10 crores have been earmarked to the SKUAST-K through the same researcher who is under the scanner and enquiry is pending before the Chief Wildlife Warden. Details further reveal that in the month of April, 2015, the Chief Wildlife Warden released Rs. 2.50 Lakh from the CAMPA in favour of Jagdish Kishvan for conducting the training program, at Jasrota without any output, and the Wildlife Trust of India (WTI) which has been paid the money has uploaded photos of this meeting on their website. On 22nd of June, 2015, a delegation of Centre for Environment Law (CEL) approached the IGP Crime Branch for filling an FIR against the Wildlife Trust of India (WTI) for swindling huge sum of tax-payers money. The Crime Branch initiated the enquiry and asked the Chief Wildlife Warden to submit the Action Taken report against the complaint already filed by CEL. The IGP Crime Branch issued a notice vide vide no CHQ/CLT/K -486/15 Dated 23.06.2015 to the Chief Wildlife Warden. CEL has also written to Chief Minister for initiating enquiry into this mess. It is worth mentioning that Wildlife Trust of India (WTI) is headed by a retired Indian Forest Service Officer and it seems to be a nexus between WTI and J&K Wildlife Protection Department. We delivered the communication/order of the IGP Crime Branch before the Chief Wildlife Warden and made him aware about the implications under the various provisions of law and corresponding rules.
