Jammu, Aug 6: The Science and Technology Department is managed by four employees in three districts of Jammu division. Sources told Early Times the sanctioned strength in each district was one assistant engineer (district officer), one junior engineer from civil and electrical, four Foremen for field, computer assistant, senior assistant/storekeeper, two technical assistants, driver and other Class IV employees. But on the contrary, three mountainous districts of Doda, Kishtwar and Ramban have just one District Officer and three field officers, while rest of the posts stand vacant since the establishment of the office, said sources. They said that one hand government aims to promote and implement projects in remote and un-electrified areas of the state by harnessing New and Renewable Sources of Energy (NRSE) such as solar, wind, biomass and small hydro, yet the government has not appointed adequate staff. "The staff manning three districts at the moment is not sufficient. It is sufficient for one district only," said the sources. They said the solar power plants established by government in various areas of Jammu division functioned for few months only after which stopped working as there was no staff to take care of them. A doctor pleading anonymity said that projects were established in various health institutions by government to meet the crisis during power curtailment. But most of them were not installed completely and few became defunct within a period of six months of its inauguration. "In spite of repeated communication to the department concerned, no official bothered to install or repair the same," said the doctor. Chief Executive Officer Shafiq Sultan did not return repeated calls from Early Times for his comment. |
