With full occupancy, Govt asks visiting officers to stay at Ashok, Samrat....!
J&K Guest Houses become vacation hubs for influentials....

Jammu, Aug 6: In what can be seen as the J&K Government itself pushing its officials to luxurious stay during visits to New Delhi and burdening its exchequer, a circular that was issued early last month has allowed the officials to stay at expensive and posh hotels like Hotel Ashok and Hotel Samrat against the reimbursement which is quite minimal in comparison to actual rent and expenses in these hotels.
This arrangement has been 'made' by the Deputy Resident Commissioner New Delhi on the contention that there are very limited number of rooms in Guest House accommodation available in the Guest House (JK House) which remain occupied almost entire year as a result of which the guests (visiting officers) are unable to get the rooms. The circular issued on July 3 further states that in order to avoid inconvenience to the visiting guests "Resident Commissioner's office has tied up arrangements with the Govt. of India hotels to provide accommodation to the official guests on payment basis.
The circular having elaborate details of reimbursement pattern further says that in view of the cited reason, such guests who are Government Officers above the rank of Additional Secretary to Government and who do not get accommodation at J&K House, New Delhi "are requested to hire accommodation in the mentioned hotels on self payment basis against recommendation letter from Manager CPGH/5, PRR. ……The room rent of these hotels is inclusive of breakfast. The guests can claim reimbursement as per the rules from their respective departments….. However, the guests can have meals at, Chanakyapuri Guest House…"
In order to justify the step of arranging accommodation in Hotel Ashok and Hotel Samrat in the heart of New Delhi, the Resident Commissioner has stated in this order that while his office provides accommodation to the extent possible to the visiting guests from the State, the accommodation is however, subject to availability in Block-A, B & C at Chanakyapuri Guest House, New Delhi where only 57 rooms are available. There are only 14 rooms plus 01 dormitory at Circuit House, 5-Prithviraj Road, N. Delhi, the order further explains adding that "due to less or limited number of rooms it is not possible to accommodate all the visiting guests in these guest houses. Interestingly, the categories which are entitled for accommodation in the J&K Guest House in terms of Government Order no. HP-04 (TA) of 2012 dated 03.02.2012 read with no. HP-15 (TA) of 2012 dated 17.04.2012, as mentioned in the circular itself include Speaker of Legislative Assembly, High Court Judges, Ministers Legislators, offices of the rank of Secretaries to Government and above, Advocate General, 1Gs and above in Block A. The entitlement of officers in Block B is for Special Secretaries, HoDs, Deputy Commissioners, Additional Secretaries, FAICAOs, Joint Directors, Deputy Secretaries, Deputy Directors, Members Of Tribunal, SSRB, DIGs, SSPs, SPs, Private Secretaries and the Block C can be occupied by other officers and private persons including patients, Journalists, Retired government servants and students for short visit and visit for professional exams etc.
So far so good, with respect to details. Two main questions arise: Are these blocks always occupied by the persons who have entitlement of the same…? If so, why do the concerned authorities desist from putting the occupancy details on their website...? Pertinently, not a single J&K Guest House in any state has ever put these details on website ever. The fact,on the contrary remains that the accommodation is availed by persons throughout the year by the blue eyed persons who have recommendation letters from ministers,legislators and bureaucrats depriving genuine and bonafide persons from getting the rooms. These guest houses have infact become vacation hubs for the influential , mainly politicians and top ranking babus who keep these occupied for families and children throughout the year.
