While most Jammuites fight for AIIMS, some encroach upon Ranbir canal

Jammu, Aug 6: The ongoing agitation for AIIMS in Jammu has apparently proved a boon for some unscrupulous elements that have encroached upon Ranbir canal bank in Nai Basti area.
And instead of taking action against the encroachers, some officials of Irrigation and Flood Control (I&FC) Department have allegedly told them to raise the wall as "the time was opportune."
A local resident pleading not to be named said the involvement of lower rung officials of the I&FC Department was abundantly clear from the modus operandi used by the encroachers.
"Few months ago after the encroachment in Nai Basti behind kiosks of fishermen was reported to the higher authorities, a team comprising some lower rung officials visited the site and did some demolishing. They demolished only a portion of the wall and had probably asked the encroacher to wait for appropriate time," he said.
He said the Jammu bandh for six days was "the opportune time" for the encroacher who succeeded in completing the wall of his shop on the irrigation land. The wall had been demolished by the I&FC Department few months ago.
"The callous approach of department could be gauged from the fact that the most of shopkeepers have extended their shop galleries, set up their stairs on the bank of canal and the department rather than punishing them has turned a blind eye towards them," he said.
Another shopkeeper said that with each passing year, the shop owners have been encroaching upon the remaining portion of the government land, but not even a single violator has been penalized so far.
"Due to lack of accountability prevailing in Jammu and Kashmir, every illegal action can easily be legalized with money," he said.
When contacted, Chief Engineer of I&FC, Rajeev Gandotra said he would direct his staff to visit the spot. "If someone will be found encroaching upon canal's land action will be initiated," he said.
