Pakistan's quest for added military aid yet to end
8/21/2015 10:55:15 PM
Despite the fact that Pakistan has been and is receiving military and non-military aid from various countries, especially from the US and China, its search for added military aid seems to have not ended yet. Pakistan receives foreign aid from several different countries and international organizations. Since the start of the war in Afghanistan, the majority of the aid comes from the United States. The majority of US assistance to Pakistan is from the Coalition Support Fund which is reimbursement to Pakistan for expenses already incurred and compensation for facilities made available to the coalition forces such as the Shamsi Air-field and Dalbandin air bases by Pakistan as well as $4 billion has been billed to CSF Fund for the training and services provided by American Military and contractors to Pakistan Security Forces. And since mid seventies Pakistan has received, and still is receiving heavy military and non-military aid from China. It has become easy for Pakistan to get heavy military aid from China because the former has been able to kick up an imaginary threat from India. Since the relations between India and China ar e yet to be cordial Beijing seems to have no hesitation in obliging Islamabad by sending heavy military and economic aid.
However, continued search for military aid from other countries has helped Pakistan to sign an agreement with Russia. Reports have revealed that the agreement was signed by top defence officials from Pakistan and Russia in Rawalpindi on Wednesday. Pakistan and Russia have signed a landmark deal that includes the sale of four Mi-35 'Hind E' attack helicopters to Pakistan. Both countries were negotiating the deal for the past year, signalling a major thaw in relations between the two Cold War rivals. Chief of Army Staff General Raheel Sharif visited Russia in June, after which a draft contract for the delivery of four Mi-35M 'Hind E' combat helicopters was sent to Pakistan from Russia. Pakistan Army Chief,General Raheel Sharif spent about 15 hours at an arms expo which featured Russia's cutting-edge weapons and military equipment.
Late last year, Russian Defence Minister Sergei Shoigu undertook a visit to Pakistan to discuss bilateral defence cooperation with the Pakistani leadership. Well this military deal could promote better ties between Russia and Pakistan. And indications are that since Prime Minister, Narendra Modi, has sought investment from various countries and those Indian who are settled in foreign countries, especially from the US, Australia, the UK, France and Germany, Russia, which has remained a loyal friend of India, has started widening its distance from New Delhi.
Reports do indicate that India has delayed signing deal with Russia on the supply of military hardware including fighter planes, the Russians plan to woo Pakistan for mounting pressure on India to restart looking for the old friend. Yes, Modi is in search for revolutionizing investment pattern in India and that is the reason that he has visited various countries in the west for seeking help in fulfilling his mission of "Make in India." As a shrewd politician he is not for spoiling time tested ties with Russia but people in India expect miracles from Modi and that seems to have motivated him to see towards the west also. And this should not hurt Russia in any way because the Russians should know it that the industrial output in India has remained quite low with the result the successive Governments have not been able to tackle mounting problem of unemployment. Another mission of Modi is to reduce the level of imports, including those for the Defence sector, because he knows it that spending tonnes of money on import of goods, including those needed by the Armed forces, upsets the country's economy. It is in this connection he wants his mission of "Make in India" to succeed in reducing the level of imports. And Russia needs to realize this compulsion on the part of Modi to look towards the west also. And if Russia, and Russian industrialists want to maintain and further strengthen India-Russia relations, it should help New Delhi by motivating the Russian public sector and other companies, engaged in production of defence equipment for investing in India.
