| Officials not confirmed by PSC, DPC preferred over seniors | | HC directions ignored by Agriculture Department | | Javaid Naikoo

SRINAGAR, Sept 1: At a time when Government makes tall claims of eradicating corruption from the Administration, blue eyed officials not confirmed by PSC and DPC are preferred over Seniors as Sub Divisional Agricultural Officers (SDAO's) despite the High Court directions.
On 29/08/2015, Department of Agriculture Kashmir according to Document details made in charge Postings of six officials as SDAOs for Different areas under order number, Agri/186 estt of 2015, after ignoring one High Court commandment and according to sources by passing senior officials of the department.
The department in its order mentions that postings of Bashir Ahmad Jan,not confirmed by Public Service Commission (PSC) and Departmental Promotional Committee (DPC), Ghulam Qadir Ahanagar, Ghulam Muhammad Shah, Farooq Ahmad Kakroom, Bashir Ahmad Kangoo and Muzaffar Ahmad with same status are appointed as appointed as SDAOs in Sogam, Sumbal, Handwara, Baramullah, Handwara and in Sopore for Temporary arrangements to run the departmental affairs.
However, according to sources there are Hundreds of Senior and deserving officials in Kashmir and Jammu Divisions confirmed by PSC and recommended by DPC with over seven years of field work experience as Agricultural officers who were ignored for these special postings merely to accommodate ineligible blue eyed officials.
It does not stop here as senior officials according to Document details fighting for their rights despite having achieved the High court Directions in their favour to Achieve deserving postings were ignored once again.
In one ruling of the High Court in a case of one Gulzar Ahmad Sheer Gojri versus State under APSWP No 33/2015 in SWP No 989/2015,CMA no 1256/2015,Court orders that "Meanwhile, subject to objections from the other side and next date before the bench, respondents are directed to 'consider' the claim of the petitioner for extending the temporary arrangements of Agriculture Assistants to the Higher Posts of class IV under rules."
Sources informed Early Times that the said posting in the department were made under special political recommendations in which set norms were thrown to winds with impunity. Senior officials wishing anonymity said that they feel completely helpless now as not only set laws and norms for transfer and posting in their department are violated but also directions of the Court are sidelined to promote fair faces.
Sources said that mentioning "Temporay" posting in order issued is merely an excuse by the concerned to avoid attention of common masses and media agencies as according to them once an official is appointed on a post higher than his grade, he/she later manages permanent posting for the same post after using influence and money.
When contacted Director Agriculture Kashmir Syed Altaf Ajaz expressed lawlessness prevailing in his department which he alleges has been created by all those people who had run the Agriculture Department before him.
He said that he is not an authority to talk on the issue, However added that all those officials who feel ignored for such postings may also be considered as most of the Gazzeted posts in the Agriculture department are likely to expire because most of the officials are retiring by 2016,2017. |
