Modi may play cool in New York | | | Initially Pakistan had tried to motivate Prime Minister, Narendra Modi,to make the first move by announcing that he will meet Pakistan Prime Minister, Nawaz Sharif, on the sidelines of the UN General Assembly session in New York next week. When all these feelers and motivation did not impress Modi who kept mum on the issue reports from across the LoC have indicated that Nawaz Sharif is not inclined to meet Modi. Prime Minister Nawaz Sharif may not hold bilateral meeting with his Indian counterpart Narendra Modi, though they will be in New York next week for the UN General Assembly. A bilateral meeting between the two leaders "is not on the cards" according to reports from Islamabad and Washington. And Washington has made it clear that the US may simply encourage the two sides for a purposeful dialogue. Washington has equally made it clear that it has no plan to intervene and mediate between Modi and Nawaz Sharif so that the two were persuaded to hold talks on the sidelines of the UN General Assembly in New York. Instead of trying to mediate between Modi and Sharif for having a dialogue Washington is believed to have been "actively involved" in reducing tension between the two neighbours. In the light of recent developments in which the two sides called off the foreign secretary level talks and later the NSA level talks the US and other permanent members of the UN Security Council are urging both Indian and Pakistani leaders not to be confrontational in their addresses at the General Assembly. And confrontation could be possible once Pakistan raised the Kashmir issue. India wants that Pakistan should not raise the Kashmir issue at the UN General Assembly session but Pakistan cannot afford to do it. Nawaz Sharif had received a lot of flak on his return from Ufa in Russia where his side had accepted India's proposal to discuss terror and security during the proposed NSA level talks. Hence it is beyond one's imagination to believe that Pakistan in general and Nawaz Sharif, in particular, will not raise the Kashmir issue during the meeting of the world body. That Pakistan has plans of raising the Kashmir issue is reflected in the statement from Pakistani diplomatic sources which say "Kashmir is very important. It has to be discussed."Pakistan is likely to raise the Kashmir issue "more forcefully than ever before in the recent past", With such a plan on the card it may not be possible for Modi to invite Nawaz Sharif for talks on the sidelines of the UN General Assembly. Yes, he would have been glad to exchange ideas with Nawaz Sharif had the latter obliged him when the former initiated steps for promoting cordial ties between India and Pakistan. Right from the day Modi took over as Prime Minister of India he has been in favour of talks with not only Pakistan but with other countries including China. In fact Modi had made sincere beginning in the direction of mending fences with Pakistan and China. However, till date Pakistan has not reciprocated Modi's initiative. Modi had announced a year ago that he was for talks with Pakistan but Islamabad should first of all stop using the soil of Pakistan for exporting terror to India. He had made it clear to Islamabad that talks and terror cannot coexist. But Pakistan has not responded to the suggestions from Modi and hence there is nothing that seems to encourage or motivate Modi to talk to Nawaz Sharif and that too when Islamabad has made it clear that Nawaz Sharif has no plan to meet Modi. Yes Modi would have grabbed the opportunity if signals had come from Islamabad that Nawaz Sharif was keen to meet Modi. At the same time there are reports that indicate Modi is willing to have a brief session with Nawaz Sharif though the former knows it well that it is the Army and the ISI and not Nawaz Sharif that decide day to day policies of Pakistan. If Nawaz Sharif makes a move Modi may welcome him and the two could resolve issues other than Kashmir. Modi may try to play cool and not be swayed by emotions while shaking hands with Nawaz Sharif. |
