Despite HC's directions, CEO denies continuation of services of Contractual Lecturers | | | Arun Trisal

Kathua, Sept 16: Despite J&K High Court directions bearing SWP no.52/07, Petitions V/s State of J&K & others saying that the Contractual Lecturers shall be allowed to continue till regular selection is made or post filled by permanent employees, the Chief Education Officer (CEO) Kathua, Balbir Singh not only sideling the court orders but also is creating impediments to re-engage contractual lecturers (petitioners) in their respective schools. According to sources all other CEOs except Kathua district have followed direction of court in this regard and have engaged petitioners. Aggrieved contractual lecturers alleged that Chief Education Officer Kathua, Balbir Singh is deliberately ignoring the said directions and is creating impediments to re-engage contractual lecturers (petitioners) in their respective schools. They also alleged when a deputation of petitioners led by Arun Bakshi President JK Contractual forum and Kanchan Bala District president Contractual Lecturers Forum wherein Kawala Singh with members of Low Paid Organization called on CEO Kathua Balbir Singh, the person in chair not only used unparliamentary language but refused to implement HC's directions also. Pertinent to mention here that DDC Kathua and DSE Jammu too have given their due nod to continuation of petitioners' services in Govt Higher Secondary Marheen, Basohli, Dhar Mahanpur and other schools where posts are lying vacant and students are sufferings due to shortage of faculty after court directions. Kawala Singh, President Low Paid Employees Organisation expressed resentment against manner the CEO Kathua had behaved and also threatened to take the matter to the Court. He said Petitioners are being harassed for two months and CEO deliberately has refused to implementation instructions issued by HC, DDC Kathua and DSE Jammu. Kanchana Bala, president 10+2 Contractual Lecturers Forum district Kathua said the petitioners were resource person to help schools to attain good academic results in their respective schools. Meanwhile protesters have demanded appointment orders in regard to continuation of their services and even threatened to stage protest if their demand is not met with. When approached to CEO Kathua Balbir Singh briefly defended himself saying that he has particular direction for not repeating over-aged Contractual Lecturers despite status quo. He said he is following rules and will not repeat any overage candidate as HC's directed to exempt all such over-age candidate from one time appearance in Regular selection process. |
