Diminishing protocol of Khaki: Officers put blame on Police leadership

Jammu, Sept 27: Diminishing protocol of Khaki in the administrative set up of the state has irked certain upright senior officers who have taken a serious exception to the perpetual dominance of the civil administration that has relegated the Police, an imperative component of State Executive.
Highly placed sources in the State Police organization are contemplating to make a representation to the political leadership to ensure that police got its legitimate place in the administrative structure. "A serious note has been taken of a security review meeting chaired by CEO of Mata Vaishno Devi Shrine Board A K Sahu, which was attended by several police officers of the rank of SSP. "
First of all, the security review meeting should be a prerogative of the district SSP under whose jurisdiction the revered shrine of Mata Vaishno Devi falls; however, even if the CEO had to be in, he should have only co-chaired the meeting" said an officer of state Police, now retired. "Not very long ago, IGP heading province was chairing the security review meetings which were attended by Army officers of the rank of Major General, but of late, the protocol of the DIGs heading the police ranges and SSPs, heading districts has been downgraded, demolishing the morale of the Police" said another retired senior police officer. "I remember, an officer of the rank of DIG, who was heading Jammu-Samba-Kathua range had refused to attend a meeting that was to be chaired by the DDC, seeking his protocol" he added.
The apprehensions of the police officers over their dropping protocol have been magnified by the proposal of an IAS officer of the state heading a district in South Kashmir, wherein he mooted that the annual appraisals of the district SPs should be initiated by the Dy Commissioners. The proposal though grounded by the government had caused quite a furor in the police hierarchy.
Several top officers are blaming weak police leadership for the plummeting protocol of Police. "The onus lies on the top leadership of the organization that has failed to ensure that Police got its fair due in the administrative mechanism as an equal component.
