59 JEs fail to submit Rs 9.85 Cr accounts; bosses attempt cover up | Majority of them either transferred or have retired | | Arun Singh
Early Times Report Jammu, Sept 27: The lackadaisical attitude of the Irrigation and Flood Control Department can be gauged from the fact that fifty nine Junior Engineers of its six divisions in the state have not rendered the accounts of the material issued from their stores, in last five years, for construction on various projects valuing Rs 9.85 crore which is still unadjusted. Moreover, more than half of the erring officials who were responsible for not giving account of the material have either attained superannuation or have been transferred. Sources told Early Times that as per the guidelines under Accelerated Irrigation Benefits Programme, the material issued for utilization on various construction works was to be accounted for in material at site register so as to keep a watch on its utilization against the estimated requirements. "Ironically, the account of key construction material valuing Rs 9.85 crore issued from six divisional stores including Irrigation Division Akhnoor, Irrigation Division Rajouri, I&FC Division Doda, Irrigation Division Anantnag Irrigation Division Budgam and Irrigation Division Tral during the period 2009-14 for works executed under Accelerated Irrigation Benefits Programme was not rendered by 59 Junior Engineers of six divisions and remained unadjusted as of March 2014," they said. Interestingly, the sources further maintained that the unadjusted amount included Rs 4.13crore outstanding against five Junior Engineers of two divisions Irrigation Division Akhnoor, Irrigation Division Rajouri had attained superannuation while 27 JEs of six divisions had been transferred from the respective divisions. They further divulged that no action has been taken by the Department either to obtain adjustment account or recover the cost thereof. |
