Aides, officials bulldozing JSY scheme; Health Minister busy in Swachh Bharat Abhiyan | | | Early Times Report JAMMU, Oct 3: Health and Medical Education Minister Lal Singh has neither any clue nor even minor details of the mess his officials and aides have made of Janani Suraksha Yojana (JSY), a 100 per cent centrally sponsored scheme to reduce maternal and neo-natal mortality. These aides and officials who are often seen accompanying the minister even on road side events have little or no time to keep track of centrally sponsored schemes being implemented by the departments headed by them. According to the evaluation report prepared by state's own Department of Economics and Statistics, aides and officials of the health minister have failed to make JSY a grand success in J&K. The report has categorically stated that availability of funds made under the JSY scheme from its inception in 2005-06 to 2011-12 and the utilization performance of the department suggests that the implementation of the scheme had never been upto the mark. In not a single financial year, the fund utilization was upto the available resources. The officials never cared about proper utilisation of funds since the same were being released by the central government directly. The report has made specific mention of Jammu region and stated that situation across all the districts of Jammu division was universally below the desired level. It has referred to the physical side and said that trend of institutional deliveries across the districts of Jammu division was not satisfactory inspite of JSY intervention. In what could be termed alarming, percentage of institutional deliveries as against registered beneficiaries was below 50 per cent throughout. Even this did not alarm the officials who are often seen issuing handouts and claiming of having done wonders across the state in the implementation of various centrally sponsored schemes. Data available with Early Times reveals that against the registration of 496785 beneficiaries w.e.f. 2007-08 to 2011-12, 222382 (44.76%) institutional deliveries were conducted in Jammu division. The report has pointedly said that despite claims of intensive campaigning, it found out that about 2.4 percent of beneficiaries in the sample blocks were married below the age of 18 years. 99.7 percent beneficiaries had live births and only 0.3 percent had still birth in case of those who had opted for institutional delivery. From those who had not opted for institutional delivery, 87 percent had live births and 13 percent were either miscarriage or abortion cases. Report has said that despite claims of the state government and the officials in-charge of centrally sponsored schemes, continued absence of professional medical advice corresponds to the complications during pregnancy, delivery of child and post delivery period. Shockingly, while the records showed 100 percent beneficiaries had received the incentives under the scheme, evaluation revealed that the list of beneficiaries who had not opted for institutional delivery provided by the executing department did not correspond with the field enquires. Some beneficiaries who were shown as not opted for institutional delivery had delivered at health institutions and were paid the incentives under the scheme. In good number of cases, report holds out that transport charges which are to be borne by the referral Health institution were allegedly paid by the beneficiaries themselves and no refund was made to them after the delivery. And when the same was verified, it was found out that records had allegedly shown as having refunded the money. 29 percent of home delivery cases cited reasons of over-burdeness of the health institutions as cause of opting for home delivery while 66 percent others cited other reasons including deficiency in Medical facilities. Report adds that non- availability of sufficient medical and paramedical staff was the main reason for all Primary Health Centre not functioning 24x7 hours. Lal Singh seems to have decided not to correct what is wrong but to let the system damage further, alleged observers. They felt that the minister should utilise all the available time in correcting the wrongs in the system and stop interfering in routine affairs. JSY scheme was launched on 12th April 2005. The scheme is being implemented in all the states and UTs with special focus on low performing states, and J&K State is categorized as one of the low performing states.
