Partial budget allocation to deptts, treasuries accept no bills after 14th day | Financial 'crisis' in PDP-BJP Govt at its peak | | Early Times Report JAMMU, Oct 28: Six months on after passing of budget the PDP-BJP alliance Government continues to struggle in the melee of financial mess with many departments yet to get full budget allocation made in the budget for current year. A fresh circular issued by the Government has only added to woes of people as the treasuries in this order have been given instructions not to honour or entertain the bills of any kind after 14th day of every month. Sources said financial mismanagement for the Government in its first year is at its peak as it is able to handle and prioritize things in terms of expenditures on various heads. As nearly half of the current financial year has passed, there are many departments which are not getting the allocated funds earmarked in the budget purportedly by the Finance Ministry, sources said this is being done in order to avert and avoid pressure on the treasuries which have already dried up. Even though these departments are in need of funds for meeting expenditure on various heads, they cannot do so in absence of any formal budget, sources said while explaining a situation of helplessness with many heads of the departments as they have been asked to hold back the expenditures. Sources further said that cognizant of the emptied and exhausted treasuries, the Government in order to avoid unnecessary pressure from various quarters for payment of bills has now come up with these instructions not to accept any bills after 14th day of the month. This may come as a relief for the treasury officers but for the people in need of money it is a worrisome situation, sources said, adding that even salary bills from many offices are not being accepted which is why the salaries of many employees have not been paid and many are not getting it in time for months together now. These instructions have come only to avoid further crisis in the treasury offices, sources said. Sources further said that the financial crisis and mess in the treasuries can be gauged from the fact that no GP Fund claims have been cleared after July 15 by the present Government as there are no funds left with the Government, this notwithstanding the fact that GP fund is the own money of the employees which they can claim any time for any emergency purpose. |
