Health Deptt's 'abnormal' order: No training and skill development for docs | MCI guidelines flouted brazenly | | Arun Singh ET Report JAMMU, Oct 28: The Health and Medical Education Department has issued a bizarre order which would deprive doctors of mandatory training recommended by the Medical Council of India. The concluding paragraph of the order issued by the Commissioner Secretary directs principal of the Government Medical College and Hospital (GMC&H) to repatriate all those doctors who have been on deputation for last more than six months. Several doctors who chose to speak to Early Times on the condition of anonymity termed the order "arbitrary and illogical." "It is an onslaught on the basic right of doctors and in sheer violation of the MCI guidelines which entitles the doctors to have a minimum two years' training for progression in their career as capacity building and skill development," said a senior doctor. Elucidating the repercussions of the move, he said it would lead to acute dearth of doctors in the GMC&H, which is at the moment virtually run by these deputationists as registrars and demonstrators and there is minimal presence of permanent staff. "The authorities have committed a major blunder by issuing this senseless circular. If fresh pass out doctors would not be trained and debarred from any sort of training, how is Government expecting to establish five new medical colleges in the State? Who would run these medical colleges," said the doctor. Another senior medico said the "non-application of mind" is also found in the circular, which could be easily challenged in the court of law. "The basic right of doctors is receiving trainings and getting themselves updated with the changing medical field. If this right is being denied, it would become basis to challenge the order," he said. Meanwhile, sources said the 'bizarre' move could also become a golden goose for corrupt officials and politicians, as only few doctors would get opportunity to go for training and huge money would be exchanged in lieu of going for deputation. The Commissioner Secretary could not be contacted for his comment. |
