File response or appear personally on Nov 3, HC to FS | Rs 44000 Cr flood relief package | | Early Times Report
Srinagar, Oct 28:The state high court today sought personal appearance of secretary to Union Finance Ministry on November 3 incase he failed to file response about the status of Rs 44000 crores package sought by the J&K government for relief and rehabilitation of flood victims. As soon as the hearing of a Public Interest Litigation— G A Lone and others Vs state started, the bench asked Assistant Solicitor General of India (ASGI), S A Makroo, about the response from finance ministry through its secretary about the package. “I have not yet received it,” Makroo said. “How can you be so complacent about it? You have to tell us what decision has been taken. You must be aware about the onset of winter,” the division bench said. Makroo urged the court to grant some more time to reveal the status of the package which was submitted by the state during the tenure of NC-congress government. “You are dealing in such a lifeless manner. You are not showing any interest. At least show some compassion,” the division bench added. Makroo then pleaded the court to grant some more time for the ministry to disclose the status about the package. “On 10-9-2015, at the instance of the counsel for union of India, secretary ministry of finance was impleaded as party respondent and was directed to file response regarding the pending claim (out of Rs 44000cr). The counsel appearing for the officer seeks further time to file response regarding the additional amount to be sanctioned. One week’s time is granted finally to file the response failing which secretary ministry of finance shall appear in person on next date of hearing,” the division bench said and directed to list the PIL on November 3. During the September 10 hearing, Ashok Shukla, deputy secretary in the ministry of home affairs, in a status report had said that Rs 44000 crore was under consideration of the Indian finance minister. “Out of the 1667 cr package announced in June this year by finance ministry, Rs 838 crore was announced on account of pending liabilities of the Prime Minister’s Reconstruction Plan 2004, Rs 551 crore ex-gratia relief for repair or reconstruction of damaged Kaccha houses, Rs 59 cr for food subsidy and 172 crore for tourism sector,” Shukla said had said. The ASGI had also produced a letter from National Disaster Management Authority, stating that out of the PM Relief Fund, Rs 367.69 crores were released for damaged houses numbering 109258
