Director Floriculture Kashmir becomes more 'loyal' than 'king' | Comes out in defence of R&B Minister on beautification issue of Pratap Park | | Jehangir Rashid
Early Times Report SRINAGAR, Nov 25: Director Floriculture Kashmir, Talat Parvez has tried his very best to defend Minister for Roads and Buildings (R&B) Syed Mohammad Altaf Bukhari over the 'contentious' issue of 'refurbishment' and 'beautification' of Pratap Park located in the heart of summer capital of the State, but the real picture is somewhat different. The Director Floriculture Kashmir has conveniently forgotten that his predecessor Sunil Misri had some months back issued an order in which it was written that Bukhari had issued verbal directions for the infrastructural improvement and beautification of Pratap Park in Srinagar. "As per the verbal directions of Minister for PWD/Floriculture, Parks and Gardens, Pratap Park is to be handed over to Godfrey Phillips for its infrastructural improvement and beautification," reads the order issued by Directorate of Floriculture, Emporium. The order was dashed to officials manning the Pratap Park. The order further reads, "You are asked to prepare inventory of all assets created by the department in the park and handover the same to the representatives of Godfrey Phillips that is Help Foundation after completing all procedural formalities with intimation to this office as well. The ownership right of the park shall be unaltered." Now the incumbent Director Floriculture Kashmir should make it clear about what is true. Either he is lying or his predecessor has issued a fraud order under which the so-called beautification and refurbishment of the Pratap Park was handed over to Godfrey Philips. The onus lies on Talat Parvez to make his and his department's position clear. He should try to clear the confusion instead of coming to the rescue of the R&B Minister. From day one Early Times has been maintaining that the work on 'beautification' and 'refurbishment' of Pratap Park has been taken up on the verbal directions of Altaf Bukhari. This has also been by substantiated the order issued by the former Director Floriculture Kashmir. Why the fuss all about and why to blame Early Times for portraying the correct picture about this issue. Director Floriculture Kashmir while contesting a news story that had appeared in the November 24 issue of Early Times had said that the story is baseless and concocted. He in the corrigendum had said that improvement and beautification of Pratap Park is being done by a Mumbai-based corporate house out of its own resources under Corporate Social Responsibility (CSR) programme and the State Government is not spending a penny on it. Early Times does not dispute the claims made by Talat Parvez and the newspaper organization is concerned about one aspect of the whole process. The 'beautification' and 'refurbishment' of the Pratap Park that is already in progress has been taken up without any tendering process. The point is simple that work has been taken up without inviting tenders purely on the verbal directions of R&B Minister. In the corrigendum the Director Floriculture Kashmir had said the Mumbai-based corporate house is going to spend around Rs 80 lakhs under CSR on refurbishment and beautification of the flood-hit Pratap Park and the work is being executed through a Kashmir-based NGO "Help Foundation" as per the approved plan of the Floriculture Department. He said the company will hand-over the park to the Floriculture Department after completion of the work. It would be in place to mention here that Talat Parvez was recently reinstated after he was attached with the General Administration Department (GAD) in March this year. He was given the sensitive post of Director Floriculture Kashmir for the reasons best known to the Government. As such he is 'duty' bound to come in defence of R&B Minister and one should not blame him for the same. |
