| Amitabh Mattoo emerges as fresh power centre | | | Early Times Report
Jammu, Nov 25: Political uncertainty owing to certain impending moves both within PDP and BJP which are likely to change the form and contours of the alliance Government is taking toll of governance at present.
Multiple power centres within the Government have further hit the functioning of the Government at the administrative level. Apart from so many ministers a new power centre Amitabh Mattoo in capacity of the Advisor is emerging. All are working in different directions only to confuse the administration, pushing its functioning to a new low. Sources said with changes expected in both the ruling parties at the highest level, the speculations and rumours in the political corridors have fuelled uncertainty which is not auguring well for the functioning of the coalition Government. What is marring the smooth functioning is existence of multiple power centres in the coalition Government, mostly manifest in PDP which are sending confusing signals to the administration, sources said adding that this is so because these power centres instead of working in tandem are grinding their own axes in consonance with their own interests.
Sources said a group of ministers powerful in their own right and capacity due to close proximity with the Chief Minister Mufti Mohammad Sayeed are seen as Government unto themselves as they call shots in the working of key areas and sectors of development across the State. While Mehbooba Mufti rightly so has remained quite active in matters of governance right from day one, after Chief Minister Mufti Mohmmad Syeed dropped enough hints about her possible elevation as CM, she is being seen as most powerful, much before formal change of guard, sources said adding that the administration right from top echelon down the hierarchy has taken note of this and working while keeping this in mind.
Apart from the ministers, Amitabh Mattoo even though appointed as CM's Advisor is also adding to confusion with his all powerful lobbying tactics and acumen to be in the front row of key decisions in the Government , sources said, adding that even high level officials often find themselves in dilemma as to whose directions they would finally follow in certain vital matters. It is a situation of administration at cross roads or at times administration conspicuous by its absence as the power centres take everything in their own hands, sources further said.
While all power centres as ministers and Advisor are enjoying their positions and privileges, they are least bothered about the functioning of the Government nor do they consider that it is an alliance Government of two political parties. BJP ministers on the other hand are working in their own mode and capacity, seldom asserting as equal partner in the alliance Government, something which has also emboldened the new power centres. |
