Non-migrant NC workers get migrant relief | | | Early Times Report
Srinagar, Nov 25: An alleged scam involving revenue officials has got unearthed through an RTI reply. The scam is about money meant for migrants given to non-migrants who happen to be NC workers. Ironically the families who have been exposed of getting the migrant relief more than two years ago are still getting it inspite of the fact that there has been a change of guard in State. Details available with Early Times reveal that many families in district Budgam are provided monthly assistance of Rs 7000, plus ration by Government which was basically meant for those who had migrated from Kashmir valley in 1990's. The families who get this relief are living in their respective villages and had been enjoying the patronage of the erstwhile NC-led government. Sources alleged that then NC government led by Farooq Abdullah had helped these people to be enlisted as migrants while as they were simply political workers of NC who had left their villages for some months during mid 1990's. One of the beneficiaries happens to be a sarpanch. Abdul Salam Kuchay, a retired Sectional Officer (SO) in Civil Secretariat Home Department and a resident of Branwar village in Chadoora tehsil of Budgam district, had never imagined that he would be beaten to pulp and thrown into a river when he exposed the scam. Kuchay, after retiring from government service, decided to work for public good and started using Right to Information Act (RTI) to expose wrongdoings of the government. He exposed some influential families in his area who have been beneficiaries of the migrant relief right from the '90s. These families had never migrated from the village. "I had sought information about the Kashmiri migrants who are receiving monthly grant from government, and when the information came to me I found some influential families of my village in the list of beneficiaries. This made these people furious and they thrashed me in July while I was returning from the fields. They thrashed me and threw me into the river" claimed Kuchay while talking to Early Times. The beneficiaries of migrant relief included a sarpanch, he alleged. "How can a man become sarpanch of his area when he lives in migrant camp in Jammu? This is a big scam, and we appeal Revenue Minister Javaid Mustaffa Mir to enquire this whole scam and get the money recovered from the non-deserving people. I have been moving from pillar to post , I met Divisional Commissioner Kashmir, DC Budgam but no action was taken against these people who own huge bungalows in their villages but have listed themselves as migrants," Kuchay added. The RTI activist also has the names of other Budgam residents who have enlisted themselves as migrants and are getting relief. |
