BARAMULLA, Dec 11: No payment whatsoever has been paid to teachers and lecturers who completed their innovative training during the past winter. There are apprehensions that funds meant for the same were not being properly utilized during the past few years at DIET Sopore. Sources said that various funds were sanctioned by the education department under centrally sponsored schemes like RAMSA, SSA, INSPIRE science awards and self defence and the amount was not used properly from time to time. "In the year 2014-15, Rs 7 lakhs were sanctioned under RAMSA in different heads for training programs and in 2012-13 huge amounts worth lakhs were released for maintenance of wash rooms among which only few thousand rupees were invested," sources told Early Times.
Sources said that there is an embezzlement of funds worth crores in DIET Sopore. They said that in 2014 due to flood since there were no examination in Kashmir division lakhs were recovered on account of printing charges from all the schools.
"Is it not a fact that there was a mass promotion and examination was not conducted due to natural calamity? Even though the minister had promised the parents that the same money will be returned back to the students, but nothing has been done so for," sources asked.
Sources said that there is a large scale of corruption, mismanagement of funds and lobbyism which has put the system on the back track. You take an example of result and that is zero because corruption is on the peak and funds for various programs under different heads are being misused, sources maintained.
"There are reports that funds were sanctioned under DIET development faculty fund for those who are working in DIET itself so that innovative training could have been given to them, but no funds have been utilized for the same," sources informed. Sources further said that the concerned agencies have sanctioned funds for various programs, which have remained unutilized due to malpractices. They said that there is every apprehension that funds were not utilized properly by the DIET Sopore and they have made fake bills. The civil society members of Baramulla district have requested the concerned authorities including Minister of Education, Naeem Akhter, Director School Education, Dr Shah Faesal and Commissioner Secretary Education to investigate the matter thoroughly.
