Charar-I-Sharief continues to suffer on development front
Locals pin hopes in Mehbooba Mufti now

Charar-I-Sharief, Apr 2: Charar-i-Sharief constituency in central Kashmir's Budgam district has been represented by political stalwarts of Kashmir from early 70's but from last several years this area is suffering a lot on the development front. The locals now hope that Mehbooba Mufti who would take over as 13th Chief Minister of J&K would pay attention towards Charar-i-Sharief so that basic developmental issues are addressed once for all.
From 1977 to 2014 Charar i Sharief was represented by Abdul Rahim Rather and he took many initiatives in past to address the basic issues of the area, but locals say that from last six to seven years the constituency suffered a lot as Omar Abdullah Government didn't pay special attention towards this constituency. It is believed that Rather had not good relations with Omar and that is the reason constituency suffered a lot.
People opted for a change in 2014 assembly elections and they elected Ghulam Nanbi Lone of PDP from this area. Lone had been un successfully contesting from Charar i Sharief right from 1996, but he never won an election until 2014. Locals say that in 2014 there was an anti incumbency factor visible in Charar-I-Sharief and that lead to defeat of Abdul Rahim Rather. Political analysts believe that young political activist from this constituency who was earlier General Secretary of PDP's Youth Wing Nazir Ahmad Yatoo played a pivotal role in ensuring victory of Ghulam Nabi Lone Hanjoora who was Agriculture Minister until the death of Mufti Mohammad Sayeed. Nazir Ahmad Yatoo had contested 2008 election from Charar I Sharief as an independent candidate and managed to get around 4000 votes and later-on on the advice of Mufti Mohammad Sayeed he had joined PDP in 2009. People say even after making this historic change, things haven't changed in last one year. "A mini hydro electric power plant of 7.4 Mega Watts was established in Branwar village of Charar-I-Sharief but the village is reeling under severe power crises for the last many years , do you call this a development" says a local resident Bashir Ahmad while talking to Early Times
As per details available with Early Times , Branwar is the remote village in Budgam district which is located almost 30 kilometres away from the district headquarters. Some four years back a mini hydro electric power plant of 7.4 MW capacity was commissioned by the Government but instead of getting the better power supply the village continues to reel under power crises and un scheduled power cuts. "The Government under Public Private Parternership signed an agreement with some Chandigrah based company to construct the power project in our village 5 years back and we are supposed to get subsidized un interrupted power supply but the owner of the company sells the power to the main grid in Bemina Srinagar and keeps us in dark" said a Nazir Ahmad a resident Neegu Branwar. " If this continues we may be forced to close down the power house because it is of no use to locals and other adjoining villages. There are no schedules for power supply and in 24 hours we get power for mere 4 - 5 hours and that too with very low voltage. Our MLA's , Ministers have been a failure , we now hope Mehbooba Ji will personally come to our rescue " Nazir added. From last many years the State Government has established many mini hydroelectric power projects across J&K state in collaboration with private companies under an agreement called "BOOT" agreement which means Build Own Operate & Transfer and under this policy the private firms construct the said projects by paying lease amount to the Government and the income generated is earned by the company for minimum period of 30 to 40 years. But the company has to provide un interrupted power supply to the locals and every year the company has to spend 1 to 2 % on the local area development from the total annual revenue generated by the company . But in this case the company which operates the Branwar power plant has violated the norms under this agreement in central Kashmir district.
