Child labour continues with impunity in Samba | | | Early Times Report Vijaypur, May 1: Though the authorities claiming to have abolished the menace of child labour, the practice i co.ntinues unabateds in Samba district but authorities concerned are in deep slumber. The under age children can be seen working in various hotels, restaurants, sweet shops, industries and other shops openly. According to the law, no child below the age of 14 can be employed for any type of work and for this; an Act came into force in 1986. However, the laws are openly being violated just under the nose of the law enforcing agencies in Samba district. Though these children say that it's out of family compulsion that they have to work, but the law enforcing agencies have turned mock spectators as their employers are violating the law by employing them. "I don't have any other means of income in my family, that's why I have no other option but to work at this sweet shop," 12-year-old Raju, a child labour at the Samba town, said. In the absence of any check by the law enforcing agencies, it becomes easy for the people to employ minors on risky jobs. "Samba has become the hub of exploitation of the children of age below the fourteen by the big business houses and rich people. The growing number of child labour has exposed the height of the effectiveness of the labour department to control the child labour in Samba district," said Nilambar Dogra, a social activist. Various cases in Samba town are available; the businessmen and other shopkeepers are using the labour of children who are being brought from Sumb, Goran, Papad areas of Samba and Bani-Billawar and other far flung areas of the district Kathua, he added. "These children are underage and in need of money due to various circumstances, they can easily be motivated to do any type of labour butthe labour department has never been seen to take any strong action against such social evil," said Karan Singh, President, Peoples Forum for Human Values. In this context the social organizations and local people urge the labour department to take strong and result oriented steps to root out the menace of child labour from Samba and save the future of the country. "It is very difficult to verify the claims but we have directed enforcement officers to conduct raids on such shops and business establishments. Operations will be conducted soon and legal action will be taken against those found guilty, said senior official in Labour Commissioner office. Moreover, the labour department is struggling to get adequate staff to tackle the menace of child labour in the district. It was difficult to manage with just two labour inspectors since they have to act on complaints and take care of other works as well, he added. |
