J&K RTI Movement organizes workshop at Budgam | | | Early Times Report
SRINAGAR, May 2: In Continuation to series of workshops held with different district PIO's on Proactive disclosure (Sec-4) of RTI Act-2009, a workshop was held with district administration of Budgam. The participants included district administration, PIO's, APIO's and FAA's from district Budgam. Civil society organizations and RTI users and activists were also present. In a statement, a spokesman of J&K RTI Movement (J&K RTIM) said that Additional Deputy Commissioner Budgam in his introductory address introduced JKRTIM to all the PIOs present and also explained the reasons of conducting such workshops for PIO's. He highlighted the fact that it is mandatory for public authorities to know the RTI Act. Dr. Shaikh Ghulam Rasool, Chairperson, J&K RTIM & Co-Convener NCPRI, India said that having the right to ask for information from government offices is fundamental and providing exact information in return is duty of PIO's. He said that under Section 4 (1) (b) (VI), every public authority has to disclose voluntary: a statement of categories of documents that are held by it or in its control. "Every government department has to disclose voluntary maximum information under section 4, information regarding: organizational structure, functioning, citizen charter, subsidized schemes available for general public, process of decision making, budget allocations etc. Under section-4 it is also mandatory for every Public authority to disseminate information through digital and non-digital means or to devise such mechanisms that could be facilitating easy access to information for common people," said Dr. Shaikh. Deputy Commissioner Budgam emphasized on PIOs to understand the RTI so as to redress the grievances of concerned to the maximum. He urged the district administration to take advantage of this workshop in order to effectively come out as responsible officers. Advocate Syed Mujtaba Hussain, Coordinator, J&K RTI Movement addressed the PIO's on what precautions they need to observe while receiving application for information. He highlighted the Sec-4 (Proactive disclosure) and Sec-8 (Exemption from disclosure of information) of RTI Act 2009. |
