Alleged hushing up of RDA scam by SVO | HC directs GAD to file fresh status report indicating new IO's appointment | | Early Times Report
Jammu, May 2: A high court division bench of Justice Dhiraj Singh Thakur and Justice B S Walia today granted three weeks time to General Administration Department (GAD) to file a fresh status report indicating the appointment of a new Inquiry Officer (IO) to probe into the Rajouri Development Authority (RDA) scam. The court directive came in view of the status report filed by tourism department that the previous IO, ie Director Tourism, Jammu, appointed to hold disciplinary proceedings against then RDA CEO Mohammad Javed Khan, then executive engineers -- Khushal Chand and Devi Dass Heer -- and junior engineer Gurcharan Singh, had expressed his inability to hold inquiry into the matter on the plea that Khan was senior to him as KAS Officer and had now been inducted into IAS. The petitioner's counsels drew the court's attention towards the latest status report filed by tourism department wherein it had annexed a copy of an April 20, 2016 communication No O M TSM/DA-71/ written to GAD secretary, requesting him to take further steps for appointing a new IO in view of the induction of Khan into IAS. After hearing the two sides, the bench granted three weeks time to the advocate general to file the updated status report of GAD, indicating the appointment of a new IO for holding disciplinary proceedings against Khan, Khushal Chand, Heer and Gurcharan Singh.
