Probe ordered into Waqf mismanagement | | | Peerzada Ummer

Srinagar, May 3: The Chief Minister Mehbooba Mufti is acting touch against the mismanagement which is marring the functioning of the Jammu and Kashmir Waqf Board since decades with action against those found involved in the embezzlements remaining a distant dream. Sources privy to this development said the chief minister has constituted a high level enquiry team that will probe the alleged embezzlements of funds that have taken place in Waqf Board during the previous regimes. "The report shall be submitted before the office of the chief minister in due course of time. There are reports mounting about the mismanagement in the Waqf," divulged a senior official, adding the chief minister has sought a detailed report about the income of the Waqf and the status its properties in the state which is worth crores of rupees. Sources said though the reports of ministers according benefits to the blue eyed has been making rounds since long but the action against them remained elusive. Pertinently, minting of money by employees of the Board at shrines has become norm over the years and there is no proper mechanism in place to control the practice. Waqf Board is the second largest asset rich body in Jammu and Kashmir after State Government. Thousands of kanals of land and 1500 shops are owned by the Board in Kashmir province, but the amount earned from these properties is very meager. In Srinagar, the Waqf Board has revenue and estates assets at prime locations like Khanyar, Karan Nagar, Hazratbal, the Bolevard, Munawarabad, Maisuma and Batwara. "What we are witnessing at present is that undue benefits have been accorded to the people having affiliations with a particular political party. This is not only violation of norms but is also a clear embezzlement of the state exchequer. The shops owned by the Wakf have been given on rent against the meagre amounts like Rs 100 or 150. The actual value of these shops is no less than a crore or two," sources said. Conceived in 1940 by National Conference founder Sheikh Muhammad Abdullah as Muslim Auqaf Trust with a broader aim to serve Kashmiri society, the functioning of now J&K Wakf Board has come under a cloud many a time over the years. According to historical accounts, philanthropic Muslims in the past had an accurate anticipation of the future of Muslims in Kashmir. These Muslims wanted to contribute their share for the uplift of destitute brethren and they left behind their asset which came to be called Waqf property. |
