Mediclaim policy for employees hoax; private hospitals charge 100% bills | | | Javaid Naikoo
Early Times Report
Srinagar, May 3: The state government employees feel trapped in between insurance companies and government as Mediclaim Policies are charged 100% bills in Private Hospitals. Government employees of different departments told Early Times that they were charged 100 % bills after getting treatment in Private Hospitals of twin capitals of state and were threatened of serious consequences for refusing to pay bills. They said that they feel trapped as Government deducts arround 6000 hard earned money from them to avail benefits of cashless Mediclaim policy whenever needed and in turn are asked to pay 100 Bills at the time of getting treatments. At least four employees of two different government departments of Srinagar and Jammu cities who had to undergo surgeries in two Private Hospitals which are empanelled under the Scheme recently said that they were asked to pay 100% Bills and were refused any sort of benefits under much chanted cashless Mediclaim policy of state government. In reply to a question of denying facilities to one government employee today under Cashless Mediclaim Policy as per guidelines set, General Manager of SDDM Hospital of Jammu-channi-Himmat told Early Times over Phone that they work as per guidelines issued to them by ICICI insurance company and does nothing contrary to the rules send to them. Pertinently the contract was given to ICICI insurance company and employees refused benefits under Cashless mediclaim Policy said state administration seems got trapped by ICICI Lombard General Insurance Company Ltd on the pretext of providing them medical facilities under Group Mediclaim Insurance Policy of ICICI-Lombard. The policy was firstly implemented for Gazetted employees in 2014 with the condition that Non Gazetted employees can opt for the policy any time during the policy period and later it was implemented for Non-Gazeted employees as well. Jammu and Kashmir has arround 5.5 Lakh employees and according to employees when it comes to deducting the premium from the salaries of employees it is scheduled from April, 2016 but when it comes to take the services from the specified hospitals it seems impossible any ways. According to Policy slab only employees who possesses specified cards can avail benefits of Cashless Mediclaim Policy from empanelled Hospitals while as according to employees they are yet to receive any cards. The Policy guidelines reads that beneficiary (Employee) cab avail cashless Hospitalization in a network of Hospitals empanelled under the scheme subject to terms and conditions. However employees said that many Hospitals empanelled under Scheme are of low standard and hence it creates doubts in their minds to go for Hospitalization at the cost of their lives. President employees' Joint action committee (EJAC) Abdul Qayoom wani said that employees are being looted in the name of so called cashless Mediclaim policy of government as they receive nothing in return of money deducted from their salaries in the name of Cashless Mediclaim Policy. Despite repeated attempts no contact could be made with Minister for Finance and Employment Dr Haseeb Drabu for his comments on the issue. |
