CMO Kupwara takes NPA, carries out private practice using official vehicle | | | S Tahir-ulHaq
Early Times Report SRINAGAR, May 19: Throwing norms to the wind, in-charge Chief Medical Officer (CMO) Kupwara is running a private clinic despite getting Non Practizing Allowance (NPA) while as higher authorities are acting as mute spectators. Sources said that some of the doctors are running private clinics in North Kashmir and Kupwara district has become a safe haven for them. The in-charge CMO Kupwara is carrying out practice at his private clinic in Handwara from a long time. "Despite taking NPA apart from his monthly salary in-charge CMO Kupwara Dr. G N Lone is doing illegal practice in his personal clinic near old gate of District Hospital Handwara," sources said. The government gives NPA to doctors to ensure their availability in their respective wards at the hospitals in evening and night shifts. However it seems that the financial incentive has not kept the doctors away from doing private medical practice," said sources. According to eye witnesses the in-charge CMO is attending his private clinic at Handwara on every Sunday and he is coming to attend the clinic while using official vehicle of CMO office Kupwara. This is not the only once case but there are other doctors who work in government-run healthcare facilities and despite drawing NPA they carry out private practice. "You talk to anyone in Handwara, maximum number of people will tell you that most of the doctors are doing private practice at Handwara from past many months. The government has completely failed to develop a mechanism where they can bring the doctors under scanner. Handwara hospital has remained in news from past many months with regard to health care," said sources. Sources said that maximum hospitals in far flung areas remain without senior doctors in evening and night shifts and the patients are seen by junior doctors and even sometimes by nurses. "Irony is that most of the doctors are not themselves willing to fulfill their ethical responsibility of not doing private practice when they are availing the benefits of NPA." Director Health Services Kashmir, Dr Sameer Matoo asked the correspondent to share evidences, and then only action would be taken against the doctor under norms. Meanwhile, on the basis of complaints about irregularities in health department, MoS Health and Medical Education AsieaNaqash today visited Handwara and took stock of the overall development there. While talking to some media persons she said that, no administrative officer whatsoever cannot do private practice, and if anybody was found in doing so, stern action will be taken against the said officer. |
