Accession was on 3 subjects, not 4 | How Omar Abdullah is distorting facts | | Early Times Report JAMMU, May 19: NC working president and former Jammu and Kashmir CM Omar Abdullah is saying almost on a daily basis that the accession of the state with India was on four subjects - defence, foreign affairs, communication and finance. He is distorting facts and misleading the people by saying that those who repeatedly claim that Jammu and Kashmir is an integral part of India (AtootAng) forget that the accession was only on subjects of communication-currency, defence and foreign affairs. He is absolutely wrong. The accession of the state to India was, it needs to be underlined, on three subjects - defence, foreign affairs and communication - and not on four subjects - defence, foreign affairs, communication and finance. It was true of all the 560-odd princely states, including Jammu and Kashmir, which acceded to India on or after August 1947. It was a temporary arrangement as the Indian Constituent Assembly was still in the process of framing new constitution for the country. All the princely states got merged with India the day the Indian Constitution was enforced (January 26, 1950). That it is not a mere slip of tongue and that he actually means what he reiterates again and again that the situation in Jammu and Kashmir is special - the accession to the Indian Union was only on four areas -- communication, currency, defence and foreign affairs, which have been gradually eroded over the years and that's the reason there is resistance movement in Kashmir. "You (New Delhi) have to deal with it. You have to win the heart of the people. If I had to select two points, it would be one, the phase-wise revocation of the AFSPA and two, the return of NHPC power projects to the State as recommended by the Rangarajan committee," he has been saying again and again and also accusing CM Mehbooba Mufti of not doing anything in this regard. Earlier on March 15, 2010, Omar Abdullah as CM had also made a similar statement on the floor of the assembly to taunt the Indian Parliament. All this shows that he is following in the footsteps of others in his party like Farooq Abdullah and Mustafa Kamal who day-in-and day-out talk of the otherwise non-existent Delhi Agreement (1952). It would be better if he revisits October 1947 and go through the instrument of accession. However, to pinpoint this is not to suggest that the issue of accession is open. It is not. The issue of accession was settled way back on October 26, 1947 and the accession is lawful, constitutional, voluntary, irrevocable and non-negotiable. |
