Slackness in cutting Russian poplars warrants personal appearance of DCs: HC | | | Early Times Report
srinagar, May 26: Terming the compliance report filed by deputy commissioners regarding cutting down of Russian poplar trees across the valley as unsatisfactory, the state high court has said that further slackness by them warrants their personal appearance before it. As the hearing of the petition seeking axing of the Russian poplar trees started, the additional advocate general informed the court of Justice Mohammad Yaqoob Mir that compliance reports had been furnished to him by the respective DCs. On perusal, the court found that the reports were not satisfactory and that for last six months small numbers of Russian Poplar Trees had been cut down. "The compliance reports are simply to show compliance of the order of this court. In fact, there has not been a proper drive so as to ensure implementation of the order in letter and spirit. Cleverly, DCs perhaps have submitted reports simply to show the compliance of court order which, in fact, is not in keeping with the object and spirit of the order," the court observed. "The DCs' reports being totally unsatisfactory, all DCs of Kashmir division shall file fresh compliance report by or before next date wherein it shall be clearly indicated as to how they have proceeded in the matter for complying with the order with effect from March 1, 2016 till May 25, 2016 and from May 25 till next date," the court said and posted the case for furthering hearing on June 6. The court said further slackness exhibited by any of the DCs warranted their personal appearance or that of their subordinate officers to whom they had entrusted the job and they shall have to explain their position.
