| BJP minister's favourite holds dual charge of top posts in PHE, I&FC | | | Raj Sandeep

Jammu, May 26: Throwing to winds the policy of one man one position, the former BJP Minister, who was dropped from the new council of ministers recently, facilitated additional charge of PHE to his favourite Chief Engineer, who continues to occupy two top posts since last year which cannot not be justified in the light of huge responsibility and quantum of work load attached to them.
The sources informed Early Times that consequent upon pre- mature retirement of Prem Nath as Chief Engineer PHE last year, the additional charge of the department was given to Rajeev Gandotra, Chief Engineer Irrigation and Flood Control Department by the government in July 2015 last year at the instance of outgoing Minister of Public Health Engineering and Irrigation, Food Control Department. The incumbent was still holding both the charges of departments which deal with essential services for general public and farmer community.
The sources further told that there is specific purpose of the government behind putting into place separate Chief Engineers for PHE and I&FC and apathy of the government can be measured from its attitude of keeping both the important departments at the mercy of one person ,who is still not confirmed as Chief Engineer.
The sources further disclosed that these departments are plagued with stagnation since decades with the higher authorities ignoring the implementation of Supreme Court judgement of 2001 given in the case of Suraj Parkash Gupta and others V/S State of J&K and others which enshrines to regularize the ad-hoc promotions within six months in order to avert backlog and stagnation for making the departmental officials /officers more dedicated and vibrant to mitigate the grievances of public regarding drinking water and irrigation water for farmers, further said, adding that in majority of cases, from Jr Engineers to Chief Engineers, the employees in these departments are working in their own pay and grade thus opening illegal channels of encouraging graft in offices and keeping the employees on tenterhooks to have rounds of civil secretariat hankering after Babus for their regularization with many of employees retired and died crossing the barrier of own pay and grade,although government bats for obliterating corruption from every fabric of government offices which still seems a distant dream to convert into reality given the lethargy prevalent in the work culture of government departments with those responsible for improving the system failed to turn the tide as yet. |
