| No action taken in 8935 cases referred by SVC to various J&K Govt Deptts during last 5 years | | | Early Times Report
SRINAGAR, July 8: As many as 8935 cases referred by State Vigilance Commission (SVC) to various government departments during the last five years are still awaiting action while 1742 complaints, including 44 from State Accountability Commission (SAC), were disposed off in 2015 by the highest anti-graft body in Jammu and Kashmir.
Officials said that in the last calendar year, 963 complaints were pending disposal with the Commission, while it received 1200 complaints during this period, making a total of 2163 cases.
"Out of these 1742 complaints were heard and disposed off and the rest remained sub-judice," they said.
They said cases disposed resulted in recommending registration of FIRs and enquiries in 61 cases, regular departmental action against the officers found prima-facie involved in 154 cases, 1146 complaints containing general, vague and unspecific allegations, were dismissed. "381 complaints were dismissed and filed after thorough inquiry by the commission.
Officials said 250 kanal of forest land was also retrieved by SVO from encroachers following its actions.
However, they said that there had been no response in 8935 complaints referred for enquiry and report to various government departments by the Vigilance Organization.
Meanwhile, the SVC has issued directions to all the government departments to follow guidelines of e-tendering and e-procurement and ensure payments to parties and students scholarships are made through e-payment.
The Commission has also directed several departments to make internal vigilance more effective and has asked the Forest Department to minimise public interference in issuing No Objection Certificates (NOCs) to industrial units, removing encroachments. It has also asked the department to initiate legal proceedings against forest officials involved in or facilitating timber smuggling.
The SVC has also directed the Education Department to monitor the mid day meal scheme on daily basis, preparation of records pertaining to school buildings which either have been left incomplete or payments have been made in full without completing construction works besides initiating action against delinquent officials and defaulting contractors.
The Commission has also recommended carrying of passport verification in a time-bound manner and directed the Home Department should be restricted to checking of records of the police station concerned, field reports already available with Superintendent of Police (SP) Special Branch, CID and the index section of CID headquarters. |
