MLCs punch holes in state exchequer | Will cash starved J&K abolish LC? | | Early Times Report
Srinagar, July 24: Member of Parliament from Bihar Pappu Yadav recently demanded abolition of Rajya Sabha and state Legislative Councils . It may not be proper to abolish Rajya Sabha which remains an effective check on legislative system especially in cases when some party/alliance gets majority in Lok Sabha mainly because of anti-incumbency factor of outgoing party/alliance in power at the centre. But stricter rules regarding attendance, continuous absence from the House and medical fitness, together with re-introducing secret vote to check use of money-power in Rajya Sabha elections has to be formulated to avoid making it a club of billionaires and celebrities. However Legislative Councils also called Vidhaan Parishads in other states which were gradually being abolished by many states in post-emergency period after 1977 with just five remaining at one time, are being gradually revived to politically rehabilitate favourites of political rulers. Since these serve absolutely no purpose, constitutional provision of having Legislative Councils in states should altogether be abolished. It is a common knowledge that Members of Legislative Councils (MLCs) are nothing but ‘white elephants on state-exchequers to rehabilitate favorites and relations of political rulers at heavy public-cost, that too without any fruitful public-purpose. In Jammu & Kashmir Members of the Legislative Council (MLCs) serve a fixed six-year term. One-third of the membership retires in every two years, but members are eligible for re-election. Unlike the Lower House, the composition of the council is not determined by direct popular vote. As per law, the council’s membership cannot exceed 40 seats. Currently the Jammu and Kashmir Legislative Council is composed of 36 seats, as per section 50 of the Jammu & Kashmir constitution. As the salary of MLAs and MLCs was hiked from Rs 80,000 per month to Rs 1.60 lakhs per month , an amount of around 7 Crores would be spend on the salaries of MLCs every year. As many states have abolished Legislative Council , the cash starved J&K state also needs to abolish it for the public good. In Jammu & Kashmir, nomination to legislative council has been marred with corruption and favoritism. The infamous Haji Yousuf’s murder inside the then CM Omar Abdullah’s house was also linked to corruption as MLC seats were sold for money. It is also alleged that constituency development funds provided to MLCs is misused. Many MLCs who were allotted on panchayat quota are spending their MLC funds in their own assembly constituencies , which otherwise was to be spend in areas wherefrom sarpanches and panches elected them. Same is the case with other MLC’s, who spend these funds on unimportant works. |
