Kathua, Sept 1: Committee Members of Dam Oustee Sangarsh Samiti Basholi sought FIR against all those district and police administration officials who did inhuman act and allegedly beat peaceful protesters including children and women without any provocation or warning during a protest held on National Highway near Lakhanpur on Aug 1.
The hundreds of Dam Oustees were raising voice against state government and demanding compensation for land acquired by Ranjit sagar dam authority in 1986 after a Memorandum of Understanding between J&K and Punjab Government.
Appu Slathia, legal advisor of dam Oustees alleged on Additional deputy Commissioner, Avtar Singh Tehsildhar kathua, Bhoj Raj Naib Tehsildhar, Dy SP and SHO Lakhanpur for misconduct, inhumane attitude, violation of Fundamental/ Human rights and beat the protesters who staged demonstration peacefully. The lawyer informed that 16 persons including women and aged persons were got major injuries and hospitalized in inhumane act done by these officers who rushed on spot to redress the demand but beat minors mercilessly.
It is imperative to mention that the protesters were holding a non-belligerent demonstration for their land which was acquired for the construction of Ranjit sagar dam Basholi in 1986. 30 yrs have gone but compensation was not given to most of the refugees despite highlighting the matter before consecutive governments, DDCs , MLAs, MPs in these long period. These aggrieved villagers have been dealing with the ramifications for 3 decades and have intermittently failed at getting the issues resolved with the state government of J&K and the concerned administrative authorities. DDC kathua was well aware of the protest which would follow if the demands and the grievances of the villagers were not dealt with adroitness till 31st of July 2016 but still no concrete step was taken to resolve the matter or handle the protest peacefully.
Appu Slathia informed that the alleged officers asked for a deputation among protesters to meet DDC Kathua to solve the issue , prominent and members of Dam Oustee sangarsh committee were ready to withdraw protest and called on DDC but suddenly few Police officers duly backed by ADC and Tehsildhar kathua started beating people including women mercilessly. A situation of insecurity and fear spread everyone among peaceful protesters. She informed that few of protesters still in shock and mentally disturbed.
Appu Sharma informed that when Police refused to file the case, the Sangarsh Samiti under law approached High Court wherein an order had been issued to SSP Kathua for set up an inquiry of the case and presented the report before High Court on sept 10.
The members of sangarsh Committee are feeling insecurity and seek justice in the case including fair investigation by SSP Kathua. They appealed SSP Kathua to register a case against these officers.
