Early Times Report

udhampur, Sept 4: In the absence of concrete action, the Udhampur administration allegedly is ignoring its 'water bodies' despite court directions as the encroachers are on encroachment spree to grab the land around water bodies across the district.
Here it needs to mention that Division Bench of State High Court comprising Judge Justice Ramalingam Sudhakar and Justice BS Walia directed the State to take steps to check encroachment on the water bodies and rivers on July 22, 2016 but the same is being violated blatantly reasons better known to the officials on the helms of affairs.
According to the locals the conventional water bodies 'Bowiles' and other natural sources of water in Udhampur are allegedly being encroached by the land mafia and vested interest elements across the district.
Citing examples at Rathian, Phangial, Badhar and other rural and urban areas in Udhampur, the locals said that most of conventional water bodies have been encroached but the concerned authorities are in deep slumber.
They also recalled that recently the Deputy Commissioner Udhampur Neeraj Kumar has visited Phangial locality and inspected local water bodies (Bowlies/ponds) following complaints of encroachments.
They added that eminent citizens of area including Ganesh Kumar from Congress Seva Dal discussed the issue of encroachment of local ponds but till date no action has been taken againt encroachers.
According to the locals the total land of the Bada Talab of locality was some 12 kanals and some Marla but it has been reduced to barely six kanals due to the large scale of land grabbing by some influential and members of land mafia in alleged connivance of revenue officials.
According to some conscious locals, Deputy Commissioner Udhampur through a circular to the concerning department (Revenue) has directed concerned authorities viz. Patwari, Girdwars and others revenue officials to inspect and check the water bodies and their land as per official records so as to take concrete steps to check the illegal encroachments of water bodies in the district. "But till date no checking/inspection has been seen on ground and it seems the revenue officials have kept the directions from Deputy Commissioner Udhampur on back burner to appease land encroachers.
When contacted Deputy Commissioner Udhampur, Neraj kumar said that we (district administration) will start an anti encroachment drive very soon to save and protect the water bodies land spread across the district.
