Rules altered in RDD to adjust blue eyed candidate

Jammu, Sept 4: In yet another instance of favoritism in Rural Development Department, rules have allegedly been tailored to adjust blue eyed candidate.
According to documents available with Early Times meritorious candidates were ignored by the department while selection of Gram Rozgar Sahayiks (GRS).
"Four candidates were shortlisted for post of GRS in Pathwar Panchyat of Block Khoon, Udhamrpur by selection committee", sources said, adding that the candidate who falls on serial number 4 was selected, ignoring other meritorious candidates.
"Shakti Singh was at number one in selection list, while Balwant Singh and Pankaj Sharma were on number 2 and 3 respectively", source said, and added that the Jagdish Singh Mankoita who appeared on number four in the list was selected. Sources further alleged that the selected candidate had criminal record and had been booked under various sections of law.
"He has been booked by the Police in fake certificate racket and a case FIT No 259/2012 under 420/467/468/471 RPC at Nowshera Police station", they claimed and added that the candidate forged his date of birth for getting unfair advantages.
"There is mismatch of Date of Birth, of Jagdish Singh as shown in his School leaving certificate issued by Principal High Secondary School Khoon and DOB shown in his 10th pass certificate, issued by National Institute of Open School", sources said, and added that whereas the School leaving certificate shows his DoB as 19/12/1973 while the certificate issued by National Open School shows his DoB as 14/12/1978.
"The fake, fraudulent and forged documents not only call for immediate cancellation of the selection of the incumbent but initiation and registration of criminal case against the candidate", they said.
When contacted, Assistant Commissioner Development, Udhampur Joginder Singh said that he had received a complaint, but he was not aware about the 'criminal' background of the candidate at the time of selection.
"I have received complaint from an individual, and summoned the selected candidate along with original documents to cross check the claims being made in the complaint", he added.
