A FAMILIAR DILEMMA | | | Nimit Suri
Our devious neighbour has hurt us again, this time an audacious attack on an army camp at Uri cost us eighteen brave soldiers. Earlier in June, terrorists attacked a CRPF convoy at Pampore, eight men lost their lives and the January attack on Airforce base at Pathankot saw seven security persons martyred. By all means, with morbid continuity Pakistan is bleeding India. One wonders what ends are being achieved by our neighbour through such attacks? Attack in Uri coincided with debate at UN where Pakistani PM could have gone all guns blazing on India for carrying out atrocities on Kashmiris fighting for "Azadi" bringing international focus on unrest in Kashmir, however instead Pakistani PM found himself cornered on terrorism. The attack also provided a sort of validation to centre government, widely criticised for inept handling of Kashmir situation, to go after Pakistan and deal with those fuming unrest in Kashmir with an iron hand. In an emotionally charged atmosphere, voices of those crying excessive use of force on Kashmiris have been somewhat subdued. The focus has clearly shifted from situation in Kashmir to call for action against Pakistan. There is also a absurd rumour going around that India strategically planned the attack on Uri camp just to divert the attention from Kashmir issue. But was it a strategic faux pas from Pakistan? Was Pakistani government aware of any such planning by JEM or terrorists just got a wink from Pakistani military? One can only surmise. But the situation must be dwelled upon before deciding on any action against Pakistan. Without doubt we lack a focussed, coherent response system to such misadventures. Whenever security of the nation is threatened, those in power are seen in a familiar dilemma, fumbling for response. Mostly it borders on rhetoric for few days and its back to business at usual. Understandably people are frustrated and there are emotional calls for final decisive action against Pakistan now. What are our options? A full scale war with Pakistan will be detrimental to own interests. India in a position of a "aggressor" will lose its image of a mature country. A war fought on revenge will result in collateral damage that country cant afford. Instead, surgical strikes at Pakistani key locations and terrorists training camps is an option provided we have the ability and patience. We cant buy causalities, a detailed planning will go into any such operation. A well controlled, secretive operation by special forces followed by denial if later accused by Pakistan is better. Pakistan may not highlight the issue out of ignominy. As suggested by some , India may also close the tap on Pakistan by reneging on Indus water treaty for sometime, this would serve as a deterrent to any future misadventures by Pakistan. In addition, India should work aggressively in isolating Pakistan at international level bringing heavy economic burden on Pakistan through sanctions. We also need a empowered organisation with clearly laid out strategies to address security situations in future . We cannot be seen indeterminate on issues of national security. It is true that one cant chose his neighbour . But if the neighbour is continuously belligerent and spiteful a mature and well thought response is required to keep him at a place. India needs to find it. |
