BJP mantri brazenly promotes nepotism | Seniors ignored, minister installs his trusted as Dir Floriculture | | Akshay Azad Early Times Report JAMMU, Oct 18: A turncoat BJP minister has been overtly interfering in the functioning of other departments and recently appointed a junior officer as Director Floriculture by ignoring four senior officers. As per government order number 1100-GAD of 2016 dated 15/10/2016, Deputy Director Floriculture Jammu, Ashok Kumar Gupta was ordered to look after the work of Director Floriculture in addition to his own duties. But as per the seniority list of Floriculture department published vide order number 20-Flori/G&P of 2015 dated 10/09/2015, Gupta figures at 5th slot. The four ignored officers are: Sunil Misri, M.Sc; Pran Dullo, M. Sc; Anoop Koul, B.Sc Agriculture; and RS Bali, B.Sc Agriculture. Moreover, the appointment of Gupta as Director Floriculture is also in violation of service rules, sources said. The Jammu and Kashmir Floriculture (Gazetted) Service Recruitment Rules 2010 published as per notification dated March 30, 2010, for the appointment of Director the method of recruitment reads, "By selection from class-II, having two years substantive service in that class or by deputation from IAS/KAS." For the appointment of Director, the person must be from Class-II and Class-II posts include posts of Joint Director, Project Officer and Botanist which are in the grade pay of 10,000-152000. "The recruitment rules unambiguously states that for the promotion to the post of Director a person must be either Joint Director, Project Officer or Botanist for two years but surprisingly, the government had not promoted any person from Class-II cadre posts but an Incharge Deputy Director was made director, who falls in Cadre-IV posts, which clearly speaks illegality in the promotion", sources said. The recruitment rules further reads as for appointment of Class-II grade posts, "For Joint Director, by promotion from Class-IV having three years' substantive service in that class, while for Project Officer and Botanist's post apart from three years working in Class-IV post, M.Sc in Agriculture/Horticulture is additional qualification required." The senior officers are having higher qualification including M.Sc besides were eligible as per recruitment rules but a junior person, who is simply a B.Sc and also working on the post of Deputy Director has been made Director only due to strong interference of a BJP Minister, in whose native district, this deputy director was working as Deputy Director Floriculture. |
