State makes least use of digital system | e-Governance in JK a mere hoax! | | Peerzada Ummer ET Report Srinagar, Oct 18: The tall claims of the Jammu and Kashmir government over e- governance are falling flat as figures coming to fore reveal that JK lags far behind than the other states in terms of registering complaints via online medium. The figures also provide a hint over how the people in Jammu and Kashmir prefer primitive ways of registering their respective grievances with the authorities. The written complaints on plain paper are still in vogue here despite plethora of public money being utilized over ensuring the promising future of e- Governance. The latest figures issued by the GoI reveal that the complaints received by the Police in JK are made on paper instead of electronic mail. JK lags behind Chhattisgarh, Haryana and Himachal Pradesh in terms of making use of modern technology for registering the complaints. While 25310 complaints were received by the JK Police during the past year, merely 30 were submitted using the online medium. Figures reveal that 3636 among them were the oral complaints while 3234 were narrated to the SHO. Police received 372 complaints through phone calls. Contrary to this, Haryana registered 23879 complaints through online medium while as Himachal Pradesh registered 1681 complaints using the email. JK is among such states that have made least usage of electronic mail system. The digital governance which is being termed as government's top most priority here has generated least interest among the masses in the state. The reason over such a dismal growth of the digital medium is the lack of awareness about its usage within the state. Pertinently, government here had promised routing all the government customer services through National e-Governance project and Khidmat Centres were rolled out. However, reports reveal that the state government till date has totally failed to implement this project at par with the central government directives and guidelines. Interestingly, this project is doing well in other states on comparative basis. It was informed further that though hundreds of orders have been issued and review meetings have been a part of the government curriculum regarding this centrally sponsored project but the situation at ground is very grim and pathetic. Pertinently, financial support due to Khidmat Centre Operators vide Govt Order No: 46 ITD of 2011, Dated 14-12-2011 hasn't been released, forcing them to suffer. Services like electricity bill collection, Aadhaar, electoral services, revenue records, birth/death certificates, ePDS, connectivity etc. have not been provided to Khidmat Centres till date. Sources privy to this development told Early Times that the state government till date has violated all the norms by outsourcing various schemes and projects to private parties and vendors and are now rolling out new centres only to ruin the career of more youth in J&K. |
