OBC Mahasabha pays tribute to Hans Raj Dogra | Seeks implementation of SC's order for 27 percent reservation | | Early Times Report
Jammu, Nov 2: OBC Mahasabha today paid tribute former MLA Hans Raj Dogra and demanded implementation of Supreme Court's order regarding 27 percent reservation for other backward classes in state. According to press release the speakers disclosed that despite the political change in forming the Government in Jammu and Kashmir the state OBCs are still in thirst of their fundamental constitutional rights of 27% reservation in J&K state as per the verdict of the supreme court judgement dt. 16/11/1992 on Mandal Commission report-1980. In regard to OBC reservation the Judgement of supreme court dt. 16/11/1992 has become a universal law in the country and J&K Govt. has implemented it and made Backward classes commissions vide judgement para No:-123A and 123B but in regard to classification of Socially and Educationally Backward classes the J&K Govt. is still following the parametres of the over-ruled state Justice An And Committee Report 1977 and not of Supreme court Judgement dt 16.11.1992. The J&K Govt. has created a new group of backward classes under the garb of backward area named RBA and ALC who are illegally and unconstitutionally enjoying 25% Vertical reservation in J&K state Govt. services under article 16(4) of the constitution of India instead of 16(1) i.e Horizontal reservation. The anniversary of late Hans Raj Dogra, Ex-MLA of Jammu west who was the founder member of Bhartiya Janta Party erstwhile Jansang and first MLA of OBC's Samaj in J&K state. Dogra as MLA raised OBC crying Voices in the state Legislative assembly and made a great struggle in 1997-1998 in getting the OBC certificate on caste birth instead of obc profession due to which state OBC's are getting their 27% share in central Govt.services and 2% in state govt services. Mangat Ram, Ravi Kumar Dogra, Ashok Kumar Manni, Sunil Kumar Kashyap, Sanjay Sanotra, Kamal Kishore Bhardwaj, Mohd lqbal, Mohd Shabir Malik, Tilak Kashyap, Bodh Raj Basotra and other members of the Mahasabha spoke on the occasion. |
