Unrest hits implementation of welfare schemes across state | | | Muhammad Mukaram Early Times Report Srinagar, Nov 2: Amidst prolonged unrest in Kashmir since July 8, implementation of centrally sponsored schemes (CSS) has completely jeopardized for which the Centre is continuously demanding explanations from the Jammu and Kashmir government. According to the top official sources, who pleaded not to be named said that the Union Ministry for Rural Development, had issued several notices to the state government for failing to take up the works under the centrally sponsored Mahatma Gandhi Nation Rural Employment Guarantee Act (MNREGA). "Jammu and Kashmir government is not able to respond to these queries as this financial year state government has completed just nine percent of the development works under the scheme," sources said. "As a part of rural infrastructure, a target of 445 Anganwadi Centres was given to the State government but not even a single has been constructed till first week of September," sources added. The prevailing situation has halted all the works in the valley, including Jahangir Chowk-Rambagh flyover, construction of surface water drainage system in Athwajan, water pipeline Doodhganga, water drainage system Rawalpora and other projects have been stopped. All these major projects which are handled by Economic Reconstruction Agency (ERA) and financed by Asian Development Bank (ADB) have missed deadlines, some of them where under construction. "At least 4780 works that were initiated during the Financial Year 2014-15 are still incomplete in Jammu and Kashmir. In this Financial Year 2016-17(as on 26-08-2016), the percentage of works completed is dismal," sources added. However, the official in Rural Development Department said that due to the unrest in the valley since July 08, the work has been stalled and slowed down in other parts of the state including Ladakh and Jammu. |
