Will BJP leaders allow Azad to go ahead? | Vigilance & Monitoring Committee Meeting | | Early Times Report SRINAGAR, Nov 19: As Muzaffar Hussain Baigh, Member of Parliament (Lok Sabha) from Baramulla chaired Vigilance & Monitoring meeting of various Rural Development Schemes of Kupwara recently, all eyes are now focused on Ghulam Nabi Azad who is also supposed to chair a similar meeting of Jammu districts. Will BJP leaders from Jammu allow this meeting is a million dollar question…. Vigilance & Monitoring meetings were not being organized inspite of the fact that orders to this effect were issued several months back by the Government… In order to ensure transparency and accountability of centrally sponsored schemes in Rural Development sector the Government few months back constituted a 20 member high level committee headed by State Rural Development Minister. The Vigilance & Monitoring committee includes leader of opposition in Rajya Sabha and Senior Congress leader Ghulam Nabi Azad, PDP MP's Muzaffar Hussain Baig & BJP MP Jugal Kishore as well . The order in this regard was issued vide Govt order No: 910 of 2016 was issued here on 16.8.2016, but the committees were yet to initiate work inspite of the fact that almost 3 months had elapsed. Early Times had filed a news report in this regard on November 9th and during August as well a detailed report on this issue was filed. A high level committee which has at least 20 members on the panel is supposed to look into better implementation of MG NREGA, Swatchch Bharat Mission, and Indira Awas Yojna and other schemes which are being implemented by Rural Development Ministry in J&K. In addition to MP's, Government has kept several MLA's from different parties in this committee. Muzaffar Hussain Baig recently chaired Vigilance and Monitoring Committee meeting of district Kupwara. On the occasion, the DC Kupwara Rajeev Ranjan highlighted the physical and financial achievements under various departments along with shortfalls and challenges. Muzaffar Hussain Baig was annoyed with the DC during his presentation which lead to his transfer from the district…. Baigh during the vigilance meeting laid emphasis on close coordination and synergy among different departments to achieve the desired targets under various centrally sponsored schemes. He directed the concerned agencies to speed up the pace of work on development projects and urged officials to utilize funds in a judicious manner. Member Parliament (Rajya Sabha) Fayaz Ahmad Mir, MLAs of Baramulla, Gulmarg, Langate, Kupwara, Karnah, and MLC Sonawari, besides DCs of Baramulla and Kupwara and Chief Engineers, HODs of various departments, Executive Engineers of PDD, PHE and PWD and other district officers were present in the meeting. The newly constituted committee in addition of hearing complaints regarding NREGA implementation is supposed to monitor the flow of funds including allocation , utilization and unspent balances. The committee has to look into proper implementation of schemes as per guidelines laid down by Ministry of Rural Development Govt of India. The Committee has also been empowered to monitor the implementation of State Rural Livelihood Scheme as well, but irony is that in last more than two and a half months not a single meeting has been convened in this regard which was attended by Ghulam Nabi Azad, Muzaffar Hussain Baig, Jugal Kishore or any other MP or MLA who is part of this 20 member committee….. |
