204 corruption complaints, 33 RDAs pending with agri, horticulture deptts | SVC sets deadline for action | | Early Times Report
Jammu, Dec 9: Setting deadline for submission of action taken report on the corruption related complaints and regular departmental actions (RDAs) pending with agriculture and horticulture departments, the chief vigilance commissioner (CVC) has asked the officers of two departments and their allied wings to expedite the process and file reply within one month. "He said sitting on corruption related cases tantamounts to encouraging corrupt practices," according to official sources. The CVC directive came in a meeting which was convened to review the progress of RDAs and complaints forwarded to agriculture and horticulture departments by the commission and vigilance organization from time to time for action. Expressing discontent for keeping corruption related cases pending for years together without any justifiable reasons, CVC Kuldeep Khoda asked the officers concerned to speed up the process and ensure that action in every corruption case was taken within the fixed deadline. Underlining the need for disposing of complaints and RDA in a time bound manner, he said timework should be the benchmark of the department for dealing with such matters. Emphasising the need for maintaining inter-departmental coordination, he asked the officers to get reconciliation of records pertaining to corruption complaints and RDAs with VO and the state vigilance commission (SVC) so that action on pending cases was taken expeditiously. Stressing for adopting e-tendering, e-payments and e-procurement, the CVC said that the departments should ease norms fixed for getting services and facilities by the farmers, orchardists and other categories associated with agriculture and horticulture activities in order to minimise the human interface and chances of corruption. He asked the officers concerned to find out ways to eliminate hurdles in service delivery system for checking the menace of corruption. The CVC said that transparency and accountability needed to be made more vibrant and effective at all levels of the administration and advised officers to review the progress of complaints on weekly basis to ensure early and effective action against those involved. He said no officer should turn a blind eye on corruption cases and asked them to resolve such issues with the highest degree of responsibility. Earlier, the officers of both departments briefed the commission about the status of complaints and RDAs, besides the measures being taken for early disposal of such cases. Among others, vigilance commissioners - R K Jearath and Gous-ul-Nisa Jeelani - the horticulture secretary, special secretary of agriculture production department, director horticulture, Jammu. director agriculture, Jammu, HPM deputy director, VO SSP, joint director floriculture, Jammu, additional secretary, SVC, and additional secretary, floriculture, besides other senior officers of SVC, agriculture and floriculture, were present in the meeting. |
