Cabinet Minister's brother calling shots in Police Deptt | GAD circular thrown to dustbin | | Early Times Report
Jammu, Mar 27: Brother of a sitting cabinet minister from the ruling BJP has reportedly managed transfer of a Station House Officer (SHO) of his choice. If sources are to be believed, the brother of the minister exerted pressure on police officials for transferring an SHO and managed replacement with his own choice. "Brother of the cabinet minister from BJP was very much interested in posting a cop of his choice as SHO of a police station in Jammu district," said sources, adding that he mounted pressure to such an extent that he succeeded in making replacement as per his own choice. However, police officials have thrown a circular of General Administration Department (GAD) issued by a Commissioner Secretary which bars the employees and police from bringing undue influence on authorities for transfer and posting. The circular No. 5-GAD of 2017, dated February 2, 2017 issued by the Commissioner Secretary reads: "It has been observed that some government employees get recommendations from different political dignitaries in an attempt to bring political or other outside influence upon superior authorities to further their interest in respect of matters pertaining to their service under the government. The recommendations mostly seek transfers and postings of these employees, which cause undue interference in the functioning of the administration and complicate cadre management, besides creating other allied problems in so far as optimum utilization of the human resource is concerned." The order directed the government employees not to bring or attempt to bring any political or other outside influence to bear upon any superior authority to further his interest in respect of matter pertaining to his/her service under the government. In a separate directive, Director General of Police (DGP) J&K, S P Vaid directed the policemen and officers that it has been observed the cops are approaching authorities/dignitaries to seek favours for redressal of their grievances, especially related to transfers, postings and promotions. The order said such tendency of exerting extraneous influence is a blatant disregard of the provisions of rule 17 of J&K Government Employees Conduct Rules, 1071 read with Rule 116 (6)(7) of J&K Police Manual. |
