Job card holders resent irregularities in MGNREGA

Kishtwar, May 29: : There is strong resentment among the job card holders of RDD block Dachhan ,Marwah and Warwan as the payment under MG NREGA and the payment of material have allegedly been misappropriated by the officers at the helm of affairs and in order to seek justice, the Dachhan resident seek the help of vigilance commissioner to probe the misappropriation of funds by the RDD officals .
As per the details available with "Early Times" one Nisar Ahmed Shah son of Ghulam Hassan resident of Loharna Dachhan had written a detail complaint to Commissioner vigilance Jammu and Kashmir alleging a well hatched conspiracy in minting the public money by illegal means in almost all heads of RDD since last several years particularly from the period with effect from 2010-11 to 2017-18.
The complainant alleged that the money has been withdrawn on job cards prepared on the name of school going children or those putting up outside the district adding that the officers concerned with the help of field functionaries on many occasions withdraw money without execution of the work on ground.
He said that politically influential were registered as vendors for providing material at the cost of poor job card holders and called for an independent probe.
He called upon the Vigilance Commissioner to initiate probe in this regard and book the culprits who were involved in looting the public exchequer at the cost of poor and deserving who are denied share.
Meanwhile the people alleged mass scale embezzlement in purchasing of plants and tree guards beside misappropriation in payment under MG NREGA which have been made to some selected material suppliers who have not made further material payment to the job card holders .Similarly ,the beneficries have not been made payment under IHHL/SBM and no bath rooms stands constructed and payments made to some selected persons who happens to be the hand in glove with the RDD officials in Marwah, Warwan and Dachhan areas.
The people said that huge material payments have been withdrawn on the name of Jatinder Kumar S/O Bal Krishan of Ikhala Rs.702823 , Lassa Akhoon S/O Qadir R/O Tunder Rs.688512, Mohd Ramzan S/O Habib R/O Sewarbhati Rs.1811127 and Shabir Ahmed S/O Lassa Akhoon R/O Tunder Rs.298861 during the year 2016-17 who has not paid to job card holders.
Similar is the condition in Block Marwah and Warwan where material costs worth crores of rupees had been withdrawn on the name of influential persons or the persons close to the officer concern
They said that complaint has already submitted to ACD Kishtwar many time for conducting an enquiry against the officer concern, nothing was done so far.
When "Early Times" asked Director RDD Jammu about the reports of mass scale embezzlement in Marwah, Warwan and Dachhan blocks of Kishtwar District and in action on part of the department to fix the responsibility on the guilty officials, he gives an assurance to look into the matter, but did not give any specific reply about the time frame.
