Director Animal Husbandry initiates inquiry against CAHO for sexual harassment

Rajouri, Sept 15: Director Animal Husbandry (DAH), Jammu has initiated an inquiry after alleged complaint of sexual harassment lodged by in-charge junior assistant against Chief Animal Husbandry Officer (CAHO), Rajouri. The complainant (name with held) has lodged complaint with Principal Secretary, Animal/Sheep Husbandry & Fisheries department and copies were also forwarded to DAH, Jammu, Deputy Director, Directorate of Animal Husbandry, Jammu and DDC, Rajouri.
On victim's complaint Director Animal Husbandry (DAH), Jammu vide his office order No.DAHJ/Adm-13/6889-92 dt 15/9/2018 has initiated an inquiry committee headed by Joint Director Farms , Jammu, Dr PR Bharti. Complainant alleged that she is an employee in the office of Chief Animal Husbandry Officer (CAHO) office and her husband is serving for the defence of the country.
"Since the CAHO, D.B Singh has joined at Rajouri, he has been harassing me in part but in progressive ways .Many time he sits by my side on my official chair under the guise of dictation, play music on his mobile phone, used to give references of sexual nature about his 1-2 lady subordinates while serving at Belicharana, Jammu" she said . He has also managed my husband's phone number and hired a lady to call him just to reveal false information development in the office that has been disturbing /damaging my martial relations with my husband. CAHO has also several times my entry to other rooms of the office complex so that I can't consult my colleagues for official works and also kept my service record files and service book in his own custody while others file are lying with the concerned in-charge.
She also complaint about threats of dire consequences including stoppage of promotion, demotion/reversion etc by the DAHO and also use of unethical communication by him in the guise of proximity. "There are many other instances not suitable to be quoted but the said officer has put my social life and career at stake. The higher authorities must take serious view of my complaint so that my health employment conditions may be restored" she mentioned in her complaint which was also signed by other officials of the office.
Chairman Enquiry Committee vide his office letter No.JDFJ/2018-19/1010-14 dt 15/1/9/2018 has directed the complainant (victim) and other officials, to be present before the committee on 17/9/2018 at the office of Chief Animal Husbandry Office At Rajouri.
