JAMMU, Sept 25: State Information Commission (SIC) has directed Sher e Kashmir University of Agricultural Sciences Jammu (SKUAST- J) to allow an information seeker to undergo inspection of official record under the provisions of J&K RTI Act 2009 in the office of Director Research. The information seeker wanted details of purchases made by the office but the same was denied by the said office and the case finally landed before SIC who directed the SKUAST Jammu to allow the inspection of records as the information was voluminous . Details available with Early Times reveal that on 11.11.2017 an RTI application was filed by one Ashish Sharma, S/o Ram Rattan, R/o. Panotrey Chek, P.O Mandal, District Jammu before the Public Information Officer (PIO) , SKUAST Jammu seeking information regarding the details of purchases made by the office of Director, Research in 2015-16 and 2016-17 with name of items, names of firms, quantity, rate, amount, purpose of purchase. The details of financial powers of Director, Research were also sought. The PIO vide his communication dated: 14.12.2017 replied that the information sought by him did not exist in the form in which the information had been sought. Accordingly, the Director requested the PIO to ask the applicant to visit his office on any pre-fixed date for inspection of records so that the information required by him could be provided. He was also informed that financial powers of Director, Research are available on the University Website i.e. www.skuast.org. The applicant filed second appeal before the State Information Commission (SIC) on 16.02.2018 which after making the appellant to remove the procedural deficiencies, was admitted by the Commission on 23.05.2018. State Information Commissioner (SIC) Mohammad Ashraf Mir disposed off the appeal with a direction to the appellant to visit the office of the Director, Research SKUAST Jammu on any convenient date for having inspection of records. |
