SRINAGAR, SEPTEMBER 26: In a landmark decision to regulate construction and check un-planned growth of housing colonies & business establishments in rural areas, the State Administrative Council (SAC), which met here today under the chairmanship of Governor, Shri Satya Pal Malik approved laying down of a procedure for grant of building permissions in rural areas.
The issuance of a Government order by the Rural Development & Panchayati Raj department in this regard will be a significant step towards planned development of rural areas close to urban areas, strengthening of Panchayats and improving the rural economy.
The said order shall check rampant conversion of agricultural land; encroachments and prevent rising land disputes. The illegal and unplanned commercialization of rural areas shall also be regulated through this order.
The procedure prescribes competent authorities for issuance of building permission for construction/re-construction of buildings under different categories in rural areas, documents and the fee to be charged.
The income generated on account of granting of building permission in the rural areas shall form part of the revenue of the Halqa Panchayat and utilized by Panchayats on creation/maintenance of assets and other purposes as mandated under the Panchayati Raj Act, 1989.
The SAC also directed the Rural Development & Panchayati Raj Department to see how infrastructure in Panchayats close to urban areas can be improved. |
