Coaches, sports officials may face heat for inefficiency | | | Early Times Report
SRINAGAR, Oct 3: The inefficiency on part of coaches and officials to train players well is affecting the overall sports of Jammu and Kashmir. This has been apparently mentioned in a Sports Policy Draft framed by Jammu and Kashmir State Sports Council. As per the draft, a copy of which is with Early Times, the system shall be devised to make sports officers and coaches accountable. "The Sports Department shall issue annual calendar of activities ahead of the start of new financial year, which are required to be carried out by coaches and sports officers. Targets shall be fixed for every sports officer and coach and their performance shall be evaluated accordingly," the draft says. It says that government shall ensure that the sports officers' posts are included in the J&K State Allied Services, and sports officers are selected through J&K Public Service Commission in consultation with J&K State Sports Council. "The sportsmen having sports background may be preferred in the selection," it reads. Similarly, poor sports infrastructure is also creating hurdles in the performance of players. Jammu and Kashmir has a population of over Rs 1.2 crore and there is a requirement of 2500 play fields as per the figures of JK Sports Council. However, an official quoting figures said that JK has only 137 playing fields available to its huge number of talented sportsmen. At present Kashmir division has only 103 playing fields and Jammu division has 34, which are quite less in number than the requirement. As per the population (7162764) in Kashmir, the requirement of playing fields is 1196. And in Jammu (5378538), 1302 playing fields are required. In Jammu district, only 17 play fields are available for its population of 1529958, while its requirement is 175. Udhampur has only two for the population of 554985 and its requirement is 200 play fields. An official of JK Youth Services and Sports said that lack of play fields have been affecting the performance of players. "The existing play fields are also in bad shape. Only few grounds have drainage system in place," the official said. "There is also dearth of trained coaches almost in every sport. Our youth are well talented but are not getting proper training due to lack of play fields, coaches and other requirements," the official said. The state has produced some of the sports persons, who represent national team in cricket, football, water sports, and chess. "While comparing to other Indian states, the number is very less. This is because we don't have infrastructure available here. The sports have been least concern for the government," the official added. The draft of the policy, suggesting various measures for the uplift of standards of sports and necessary facilities to the players. Emphasizing the promotion of female athletes, the policy's draft says that equal opportunities to women in the field of sports shall be provided. "Women sports are being organized at block, district, and state level. Women teams also participate in various games in national competitions. Every year 15 best sports women shall be honoured and rewarded under Madr-i Meharban Sports Award for winning medals in national competitions," the draft reads. It also emphasises that one sport to be made compulsory for each student up to the school level and calls for strengthening of infrastructure and facilities in the state. "Provide play fields in each habitation covering selected disciplines each block to have playing facilities. Provide sports infrastructure for creating opportunity for the people to pursue games of their choices." |
