Early Times Report

Ganderbal, Nov 26: With an aim of passing the buck and mislead a Right to Information (RTI) applicant, the Deputy Commissioner office Ganderbal when sought information under J&K RTI Act 2009 about number of programmes held in district on J&K Public Services Guarantee Act (PSG Act) has forwarded RTI application to all his Tehildars. Even after a lapse of stipulated time of 30 days except one Tehsildar no other officer has provided sought details. Details available with Early Times reveal that Suhail Nabi Khan a member of Jammu & Kashmir RTI Movement with an aim of knowing what Government has been doing to spread awareness on J&K Public Services Guarantee Act (PSG Act) , especially in his district Ganderbal , he filed an RTI application in the Deputy Commissioners office more than a month back. The ill-informed Public Information Officer (PIO) in DC office Ganderbal instead of checking his own office record or collecting the same from all the district offices , forwarded the RTI application to all the Tehsildars of the district.
In response only one officer ie Tehsildar Gund sent a letter to Suhail dated 19.11.2018 wherein officer instead of providing the actual figures has send him details which are irrelevant. " I am thankful to Tehsildar Gund that at least he has responded. Our officers have become habitual offenders and violators of RTI law especially in my district" said Suhail Khan while talking to Early Times.
Residents of Ganderbal allege that Government is not taking steps to create awareness on Public Services Guarantee Act (PSG Act) or Right to Information Act (RTI). The reason is obvious both these laws are pro people and pro transparency laws which most of the Government officials don't want to adhere to. "If people are not at all made aware about PSG Act 2011 or RTI Act 2009 how can they use these laws ? Why does our legislature enact laws for public when people can't use them ? Govt officials will never want to see empowered citizens. I appeal Governor to intervene " said Suhail Mehraj a college student and a social activist from Ganderbal.
