Jammu, Aug 17: A junior engineer, who was appointed by his father in 1991 allegedly through backdoor, has risen to the level of Director of an important wing of J&K administration.
According to the sources when the said JE was appointed, J&K was facing a turmoil as the Pakistan sponsored insurgency was at its peak, Kashmiri Pandits were displaced and insurgents were calling the shots but the corruption and nepotism in J&K remained unaffected. “An officer holding the post of Additional Secretary at that time appointed his son through the backdoor in the Agriculture and Rural Development Department (A&RDD) as junior engineer. The JE who was temporarily engaged in A&RDD, was also working in the Public Works Department as stipendiary for more than two years”, documents available with Early Times reveal.
“Additional Secretary’s son worked at stipendiary JE in Hazuri Bagh sub-division of City Roads Division (R&B) Srinagar from April 26 1990 to February 29, 1992. Meanwhile, on September 16, 1991 he was engaged by the then Additional Chief Secretary A&RDD, on temporary basis in REW Budgam and was posted in Budgam block”, the documents further divulged. He was appointed against non-existing post of JE grade 1650-2800 by violating cabinet decision no. 367 dated 22-09-1985.
Surprisingly, after being booked by the State Vigilance Organisation (SVO), the tainted engineer got his PSC cleared. “He was drawing salary from two different departments during the same period. The then Secretary to Govt RDD constituted an enquiry committee against the fake appointment and attached the JE with Director RDD Kashmir vide order No. 208-agri of 1998 dated 06-05-1998. The SVO-K vide letter no. SVO-PE-01/05-11454-56 dated 05-09-2005 recommended Secretary to Govt RDD to initiate RDA against the backdoor JE promoted as AEE (R&B) for allowing contractors to use substandard material in the construction of PHC Chatterhama”, documents revealed.
However, to save his skin, he (back appointee son of Additional Secretary) managed to get himself posted in the office of Divisional commissioner Kashmir. “Instead of dismissing him from service the then state government fixed his seniority at S.No.1 in the final seniority list of Degree holder J.E of RDD issued vide Govt. order No. 7-RD of 2008 dt.02-01-2008”, the documents further revealed.
“Thereafter GAD (Vig) vide letter No. GAD (Vig) 28-NOC/05-RDD dt.16-09-2009 intimated the then Secretary to Govt. RDD that SVO-K has recommended RDA against him as Vigilance clearance could not be issued in his favour,” documents reveal.
“Despite being aware of his dubious track record the JKPSC regularized his services A.E from 19-10-1995 by DPC meeting held on 11-02-2013. He was promoted as Director of an important wing in Kashmir,” sources said, adding that this case is a tip of the iceberg about how the Kashmir centric rulers trampled the rules and messed up the erstwhile state.
