Forget interviews, in garb of Covid-19, SKIMS ‘cherry picks’ favorite doctors

Srinagar, Aug 17: In allegedly brazen violation of norms, the SK Institute of Medical Sciences Soura here has appointed around two dozen allegedly influential doctors for various departments without holding the mandatory interview or even looking at their academic merit.
Official documents as accessed by the Early Times reveal that vide order number SIMS/ACAD/ 506 OF 2020 dated : July 24, 2020 made appointments for a period of one year on the pretext of Covid19. Sources said some of the doctors selected have no Covid19 duty at all as they come from other fields.
“In view of exigency on account of management of COVID-19, sanction is hereby accorded to the engagement of candidates annexed as (ANNEXURE-A) of this order as Stipendiary Senior Residents in. The Departments shown against each initially for a period of one year. The tenure engagement of Senior Residency shall be governed by the following terms and conditions,” reads the order.
As per the order, “the engagee(s) shall be entitled to a monthly stipend of Rs.67700/- plus usual allowances as admissible under rules.”
“That the tenure engagement shall not confer any right on the engagee to claim continuation or extension beyond maximum term and shall be deemed to be automatically relieved upon expiry of term unless otherwise considered and tenure specifically extended by the competent authority,” the order reads.
Such appointees have been “entitled to HRA only in case no campus accommodation is allotted and subject to obtaining of certificate to this effect from Estates Officer, SKIMS.”
Sources said though the SKIMS was bound to appoint such doctors through selection that was to be done by a selection committee. But here all such norms were allegedly violated in the process.
A delegation of doctors said some of the most meritorious candidates have been dropped while influential have been chosen.
“Even if such appointments were to be made in violation of putting them to interview before a selection committee, academic merit should have been a consideration,” the doctors said.
The SKIMS officials, however, refuted allegations of violations of norms. “The appointments have been made keeping in view the pandemic and thus the proper procedure could be skipped in the interest of the administration,” said the senior official on the condition of anonymity.The official refuted allegations of any favoritism.
