Rural, remote areas deserve focused attention of Delimitation Commission

Udhampur, July 3: Referring to the upcoming visit of Delimitation Commission to J&K, Harsh Dev Singh Chairman-JKNPP and former minister said that the rural, remote and other areas with tough terrain and rugged topography deserve focused attention of the concerned authorities. He said that several far-flung areas had suffered immensely due to their neglect, lack of proper representation and inaccessibility and hence continued to remain deprived of the fruits of development.
He was addressing public meetings in villages Ritti, Bassan and Sunal falling in Chenani and Udhampur constituencies. Seeking a separate assembly constituency for Pancheri, Lander Bhomag, Singh opined that the said belt had continued to suffer neglect and deprivation for the last several decades due to its remoteness and acute lack of communication facilities. He said that it was not only deserving but also entitled in terms of the criteria as laid down under the norms and prescribed procedures governing delimitation.
Singh said that Section 60 of J&K Re-organization Act has categorically provided that apart from population, the other significant factors including “physical features, existing boundaries of administrative units, facilities of communication and convenience of public” shall form the basis for fresh delimitation of constituencies. He said that the Act further provides that population factor would be sole determinant only in those constituencies which are to be reserved for SC and ST so as to ensure that only those seats are reserved where the proportion of their population to the total population is largest.
Expressing concern over the power and water crises in majority of villages of Udhampur district Singh urged upon the Lieutenant Governor and the Advisor concerned to take note of sufferings of the people who were facing worst nightmares in such scorching heat of summer. He lamented that people were forced to fetch water from Nallas and rivers covering huge distance of 8-10 kms on foot in several villages.
